Gateway Village In 2002, the County adopted General Plan Amendment (GP# 96-07), which approved the Gateway Village Area Plan and designated the Gateway Village as a “new growth area”. The Gateway Village Area Plan, Specific Plan, Infrastructure Master Plan, Development Agreement, and corresponding Environmental Impact Report were approved September 11, 2007. The Preliminary Map was submitted in October 2012 Map was reviewed by internal departments and a preliminary report was prepared for the applicant. Development of Village A is being pursued

Population Projections
Rio Mesa Land Use Capacity: 39,124 Existing County land use capacity: 83,243 units SEMCAP capacity: 40,191 residential units Existing General Plan with Approved New Growth Areas: 86 year capacity (124,234 units) With SEMCAP: 99 year capacity (164,425 units) More conservative models: Projection based off of entire County information only results in existing land use build out in 2045 (35 years) and build out with SEMCAP in 2056 (46 years). Projection based off of Madera Ranchos information only results in build out of SEMCAP in 2101 (91 years).

Development Policies in Southeast Madera County
The General Plan requires that all new development must pay for itself, no development will be funded by County General Fund Dollars There has been a strong commitment by the Madera County Board of Supervisors for a 1:1 Job-housing balance. A 1:1 water balance is being achieved by all new development within Southeast Madera County.

Southeast Madera County Area Plan (SEMCAP)
The Board of Supervisors directed staff to commence an Area Plan January 27, 2009 The area encompasses approximately 31,467 acres of land Bordered by the BNSF track, San Joaquin River, Gateway Village & Gunner Ranch West, and Avenue 15.

4.4 million sq. ft. of Commercial and Business Park uses 92 Acres Parks/Open Space Application currently in process with Planning Dept.
