Building Momentum in School Mental Health
Linda We talked it up with everyone. From last year’s Summit and then afterward found that lots of people were interested in school mental health.

How do we get $$ for School Mental Health?
Linda Our ideas: MA consultation; grant dollars for schools to start or enhance their SBMH programs, increase MA therapy rates. We started on legislation then we decided the best strategy was to get some money in the state budget.

August / September Governor’s Budget February Joint Finance Committee May Assembly considers & sends to Senate for Approval June 1 Assembly approves any changes made by Senate June Governor’s Desk for Signature or Veto July 1 Assembly & Senate consider whether to override Vetoes July The Bill becomes law August Linda So we started focusing on the biennial budget process. Here’s the general schedule for the state budget process. This year already off schedule. Talk about separate Assembly & Senate bills. (alternate starting in Assembly & Senate)

DPI’s School Mental Health Request: A Recap
$3 million to provide categorical aide to allow districts to increase school social workers $2.5 million in grants to schools for school-linked mental health services provisions ~$1 million and a 1.0 FTE to train school personnel in youth mental health first aide, SBIRT, and trauma informed practices Monica DPI was talking and asking stakeholders; they picked up one of our ideas DPI made this budget request

What’s in the budget? (Governor’s Recommendations)
What DPI requested: What DPI got: Monica Assembly Republicans have recommended reducing this by $200,000 to reflect training funding included in the HOPE / Opioid package passed by the Legislature in January that will cover some of the training costs.. THEY’RE THE SAME!

Coalition’s Efforts Legislation drafted
More conversations with Rep. Rohrkaste and others Legislation redrafted to: 1) MA Consultation 2) Add $1 million to increase grants Separated into 2 motions for Finance Linda Had our ideas drafted into legislation to make it clear what we were supporting. Kept talking to Coalition members, Rep. Rohrkaste and others we hoped would join the Coalition. Modified our ideas a bit. Redrafted the legislation.

Medicaid Clinical Consultation
What? To inform, inquire, and instruct regarding all of the following and to direct and coordinate clinical service components: Client’s symptoms Strategies for effective engagement, care, and intervention for the client Treatment expectations for the client across service settings Who for? all students up to age 21 Who by? a mental health professional or a qualified treatment trainee working under the supervision of a mental health professional to another individual who is working with a client Linda The Clinical Consultation provisions have been included in the Finance Committee’s version of the budget. Mental health professional includes: qualified treatment trainees, therapists, social workers, psychologists, psychiatrists. Monica is going to talk about the grants. The $2.5 million is in the Finance budget, but we are waiting for the Committee to take up DPI to see if the extra $1 million will be included. We do know that the Assembly Republicans included it in their Education budget, so we are very hopeful the Senate will agree with adding the $1 million.

Medicaid Clinical Consultation Implementation
Begins – after added to Medicaid State Plan – Summer 2018? Evaluation Report to Finance – March 2019 Sunsets – June would have to be reauthorized to continue beyond this date Linda By March 2019 we want to be well-positioned to demonstrate that access to care has improved and kids are better so we can have these provisions reauthorized.

The Finance Committee is now off schedule. Talking about separate Assembly & Senate budget bills which delay the process more. (The Legislature alternates which house starts the budget bill. This year it is the Assembly (AB 64/SB 30).)

Next Advocacy Steps Contact Legislators - Retain Finance provisions
Contact Governor - Retain and Don’t Veto Linda When the budget leaves finally goes to the Assembly and Senate, urge legislators to retain school mental health provisions. Then when it passes the Legislature, urge Governor to retain provisions and not veto any of it.
