2 Why Fair Access matters
Economic prosperity: using the skills / talents of all the people Social justice: Access as a civic / human right in a democracy Stronger communities: threat of ‘populism’ (Trump, Brexit…), social inclusion

3 ‘Blocks’ to Fair Access
Increasing social inequality / income differentials Addressing achievement levels in schools - first? Inadequate resources (more funded places, more student support) Keeping higher education ‘free’ - the (main) job is done…

4 …and more ‘blocks’ to access
Need for more research (gaps + dissemination) Access must not be achieved at cost of compromising quality / standards - & ‘success’ Universities not ready for step-change / transformation needed

5 Universities & Colleges
Reducing access imbalances across HE - as well as increasing access overall More equal distribution of SIMD20 students across all institutions… … but more than getting ‘poor’ students into ‘posh’ universities Celebrating distinctiveness of Colleges / values of HNs Putting the interests of learners first

6 Discussion Papers Bringing gap between expert research & political debate / public discussion Analysis of data / synthesis of research + commentary on issues Two published today (applications & contextual admissions) - more planned for autumn

7 1. Applications & admissions
Progress to (national) targets - but patchy at institutional level Need to increase pool of SIMD20 applicants - but not whole story (12% less likely to be accepted) Some pre-1992 universities more successful than others - learning the lessons

8 2. Contextual admissions
Need to replace expert jargon with learner- friendly labels Reducing complexity / promoting transparency (no ‘black boxes’) Moving beyond contextual admissions (& discounted ‘market’ rates?) to access thresholds (& ‘academic’ rates?)

9 Government & Funding Council
Widening access & increasing participation - more funded places? Post-Brexit: removing other-EU students from cap… More robust use of outcome agreements? Linking access targets to funding outcomes (or new access ‘premium’?)
