1 Community Development Block Grant

2 Background Eligible for up to $750,000 of funding from FDCA for one or more FFY 2010 and FFY 2011 Non-Entitlement (aka ‘competitive or small cities’) Community Development Block Grants Funds must be used for one of the following purposes: To benefit low and moderate income persons (LMI); or To aid in the prevention or elimination of slums or blight; or To meet other community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community and where other financial resources are not available to meet such needs.

3 Background The activity categories for which these funds may be used are in the areas of Housing neighborhood or commercial revitalization economic development (new jobs) – Open Cycle Eligible uses of funds include: CDBG administration housing rehabilitation commercial building rehabilitation sidewalks and pedestrian malls land acquisition water and sewer improvements street improvements storm water facilities parking and related improvements

4 Background At least 70% of the all State CDBG funds must benefit low-to-moderate income persons, as defined by the Department of Housing and Urban Development (HUD) For individual grants: 100% of housing beneficiaries must be LMI 51% of jobs created under economic development must be for LMI 51% of the entire jurisdiction must be LMI for commercial revitalization 51% of neighborhood beneficiaries must be LMI and more for competitive scoring.

5 Conceptual Plan Apply for CDBG Funds under Housing Category
Economic Development is open cycle, must create jobs, not speculative (a tool in our toolbox) Neighborhood and Commercial Revitalization not really possible (City and/or neighborhoods do not meet thresholds for LMI population) Conceptual Plan Home-owner occupied rehabilitation and/or demolition/reconstruction Older homes (30+ years), where home is deteriorating and homeowner has no funds/ability to repair (i.e. seniors or disabled persons on social security) Benefits homeowner, neighborhood, and contractors Hire grant manager and continue county partnership
