5 Key Challenges Technical
Lack of Capacity within the Project Management Units (PMU’s) to ensure that they are fully functioning, Technical Project management skills,cash flows, and reporting Shortage of Bucket Eradication funds to eradicate all buckets in the municipalities. The non-availability of counter funding from Municipalities resulting in the non-implementation of projects.

Lack of integrated planning within municipalities No co-operation and communication within a municipality from other relevant internal units (eg PMU and Engineering Section Political stance on Water borne sewer versus VIP’s

7 What DWAF Regional office & LG&H Recommended on BE Challenges
Through the MEC LG&H Task Team, municipalities requested to redirect or re-prioritize other less critical projects for buckets DWAF regional office is mobilizing funding for Bulk Water infrastructure for some municipalities

During May 2007, DWAF will be increasing technical support by seconding 10 more engineers at the troublesome municipal level. Intensive political support from the Province, District and Local municipalities in oder to deal with issues of alternative sanitation systems.

15 Key Challenges Identified ;
The need to have full waterborne services as compared to installing any other from of alternative sanitation system even in situations where full waterborne is impossible, Shortage of adequate funding due to high units costs per structure Delay in procurement processes by municipalities Shortage of all material due to high demand currently Poor performances of construction by certain contractors and consultants

16 Solutions by LG&H together with DWAF for the Six Municipalities
Additional to the five (5) engineers already on the ground, ten (10) more engineers will be placed at these municipalities to help with site supervision during the May 2007 month Another more five (5) M&E personnel through Sedibeng Water will be deployed through out the six municipalities

Procurement processes in some of the municipalities delaying progress (council resolutions) Incompetence by some of the contractors One contractor given multiple contracts on the same project with the same municipality
