Land could be settled and governed as proprietor chose Maryland – (Catholics) Pennsylvania, Delaware – Government Bicameral Legislature Maryland and Delaware Unicameral Legislature Pennsylvania Judges appointed by Governor Advised by Legislature Appeals could go to King
