1 Creating a Local Parks Database
Pennsylvania GIS Conference 2013 – 25th Annual Conference State College, Pennsylvania June 4, 2013

2 Agenda Background Data Sources, and Compilation Validation Tool
Project Description Vision/Goals Data Sources, and Compilation Stakeholder Input Inventorying Data Sources Quality Control Validation Tool Design Functionality Lessons Learned

3 KCI Technologies Full Service, Employee-Owned Consulting Firm
Serving Mid-Atlantic Area Since 1955 Headquartered in Sparks, MD Four Pennsylvania Locations: Harrisburg Philadelphia State College Pittsburgh Dedicated Geospatial Solutions Practice 32 GIS / IT Professionals ESRI Business Partner ESRI Authorized Trainer ISO 9001:2008 Certified Project Management Business Process Consulting Data Compilation Data Analysis Enterprise Architecture Web, Desktop & Mobile Application Development Enterprise Implementations Systems Integration QA/QC Services User Training SERVICES

4 Background- Vision and Goals
Contracted by Pennsylvania’s Department of Conservation and Natural Resources The creation of a consistent and comprehensive statewide local parks geodatabase. Accessible to government entities and other organizations Provides a current inventory of Parks Statewide and Local Planning

5 Background- Vision and Goals
Leveraging the knowledge of local GIS Data Managers Local/regional knowledge Create a web-based tool that allows stakeholders to provide input. Extra data source Aids in the QC process

6 What is a Local Park? “ A publicly accessible and publicly owned park or natural area that engages participants of all ages in outdoor recreation experiences. Local parks provide opportunities for play and physical activities, and they promote mental and spiritual well-being and environmental stewardship” Playgrounds, Ball fields, Basketball Courts, Skate Parks Natural Parks/Open Space Lands with Public Access County Parks School Parks

7 Local Stakeholders- Key to Success
Surveyed local GIS coordinators Types of GIS Datasets do they own? Parks Parcels Greenway Plans No GIS Data Valuable Parks Information? Location Information Park Categorization Ownership information Other information? Access Point Locations Amenities/ Activities & Park Restrictions

8 Data Collection & Design
DCNR/BRC Funded Park Development layer Protected Lands PAD-US County/Regional Parks Comprehensive/ Greenway Plans Local Park Inventory Parcels Commercial Data Design based on National Recreation and Park Association Design modification made by stakeholders

9 Data Development Conflate geometry from DCNR/BRC geodatabase to 2003 local park inventory Utilize county, municipal or regional planning commission sources to update park layer GIS layers, digital greenway plans, orthos

10 Data Development – Scenario 1
Counties with digital parcels and parks/greenways Compare different source information Resolve boundary issues using parcel layer Copy parcel polygon into park geodatabase and update attributes

11 Data Development – Scenario 2
Counties with digital parcels Copy parcel polygon into park geodatabase and update attributes Compare boundary against ortho

12 Data Development – Scenario 3
Counties without parcels or parks Review greenway and/or comprehensive plan Reference plan and digitize from the document

13 Data Validation Tool

14 Data Validation Tool - Development
Interactive webtool Contributors and others can: Review collected park info Add parks Modify parks Remove parks This tool will have a lifespan beyond local park data compilation project Front end developed using Java Script communicates via webservices to the application tier, ties in to Oracle at the back end packing everything together.

15 Data Validation Tool - Development
Architecture ArcGIS Server 10.0 SP3 ArcSDE 10.0 SP3 Oracleg+R2 ESRI Java Script API EXT JS .Net API for Webservices Front end developed using Java Script communicates via webservices to the application tier, ties in to Oracle at the back end packing everything together.

16 Launches Validation Mapping Tool
Data Validation Tool User Guide Administrator Module Launches Validation Mapping Tool Administrator module will allow DCNR staff to add or remove a user from logging into the Validation tool. The admin will also allow DCNR to reset a user’s password.

17 Data Validation Tool - Capabilities
Functionality Created logins/passwords for registered users Customized and encapsulated into Oracle package Ability to retrieve/reset passwords *.dll’s can be leveraged for future use Real-time input Multi-versioned views Best Practices Users have the ability to Add, Modify, or Remove Park Comment Point feature class Users are not editing the local park polygon

18 Data Validation Tool – Add Park Comment
The user can navigate to a location using the Search or Navigation tools The user would click the Park Comment button Add Park radio button selected by default Name, Type, Status are required

19 Data Validation Tool – Add Park Comment
Adding Amenities & Restrictions Users have the ability to add amenities and restrictions when adding a park comment. Select the box next to each amenity for that particular local park.

20 Data Validation Tool – Modify Park Comment
The user can navigate to a location using the Search or Navigation tools The user would click the Park Comment button Click over an existing Local Park polygon Select Modify Park Attribute information from polygon would be pulled back into Park Comment User can update park attributes, amenities, restrictions

21 Data Validation Tool – Delete Park Comment
The user can create a Delete Park Comment to flag a park that should be removed from the system

22 Validation “Tools” Standard Map Interface Navigation Tools Zoom In
Back Identify Overview Pan Zoom Out Full Extent Forward Basemap: Topology Streetview Imagery

23 Other Navigation Tools
Search by Area Type ahead feature allows for users to search by County Further filtering allows for selection of a City within County

24 Navigation Tools Search by Address or Intersection
Type in Address, City Click Search Highlight Record Click Zoom to move to address/intersection Click Clear to begin near search
