BACKGROUND Enhancing the labour safety net, including consideration for the introduction of unemployment insurance, began in 1998. Raised by MTUC and discussed by the Cabinet. However, MEF together with other employer representatives have raised concerns about the impact and implications of the introduction of UI to the competitiveness of Malaysia. Many proposals and models for establishing retrenchment funds, unemployment insurance and their funding were put forward and discussed. To date, no consensus and policy decisions have been made on an enhanced scheme to provide income relief and other employment services for the unemployed.
