All existing educator preparation programs must be updated to reflect the following requirements recently legislated by the General Assembly of North Carolina in Session Law (House Bill 97) and Session Law (House Bill 1030). These components must be implemented no later than July 1, 2017.

Process for review of current Ed Prep Programs in 2016-17
David Wiley (ASU) coordinates program proposal reviews IHE faculty and educators in the field will be contacted to serve as program reviewers in their areas of expertise Reviews will confirm compliance with new state laws impacting teacher preparation.

New proposal forms should be available late November. Updated/revised program documents accepted for review between December 10 and April 1. New program proposals may be submitted for review between January 15 and March 15, 2017.

Qualifications for Clinical Educators who Supervise Clinical Practice/Student Teaching.
Ensure clinical educators who supervise students in residencies or internships meet the following requirements: 1. Be professionally licensed in the field of licensure sought by the student; 2. Have a minimum of three years of experience in a teaching role;

Accomplished Ratings 3. Have been rated, through formal evaluations, at least at the “accomplished” level as part of the North Carolina Teacher Evaluation System;

“Accomplished” For the purposes of this policy, “accomplished” means
a teacher has received ratings of accomplished or higher on three of the five standards to include Standard 4 on the most recent summative evaluation, or for teachers on an Abbreviated Evaluation, ratings of accomplished or higher on Standard 4

Qualifications, cont. Have met expectations as part of student growth in the field of licensure sought by the student. (Alternative qualifications for Department of Defense schools and Birth-K centers are being explored.)

Minimum Requirements for Clinical Practice/Student Teaching
Require clinical practice in the form of residencies or internships in those fields for which they are approved by the State Board of Education. Residencies or internships shall be a minimum of 16 weeks. Residencies and internships may be over the course of two semesters and shall, to the extent practicable, provide student experiences at both the beginning and ending of the school year.

Field Experiences Require field experiences in every semester prior to the student’s residency or internship (clinical student teaching) and include a full semester field experience in a low-performing school. These experiences begin once a student has been accepted in the teacher education program.

House Bill 97 "§ 115C-296.11. Clinical partnerships and practice in educator preparation programs.
Educator preparation programs with a clinical practice component shall require, in addition to a content assessment, a nationally normed and valid pedagogy assessment to determine clinical practice performance. Passing scores and mastery criteria will be determined by the State Board of Education.

SECTION 8.41.(l) The State Board of Education shall not require students enrolled in educator preparation programs that require a nationally normed and valid pedagogy assessment to determine clinical practice performance to provide scores for a pedagogy assessment based on multiple choice or constructed responses.

April State Board Meeting Highly Qualified Requirements
Reminder- Beginning All North Carolina initially licensed educators, including Elementary and EC General Curriculum educators, must attempt the NCSBE approved tests for the license area(s) at least once in their first year of teaching.

April State Board Meeting Highly Qualified Requirements
Reminder- as of July 1, 2016: All teachers who qualify for an initial license shall be considered “highly qualified” if they attempt NCSBE-required exams at least once in their first year of teaching and pass all required exams before or during their second year of teaching.

Reminder- Professional educator license holders shall pass all testing requirements for the license area(s) before or during the second year of teaching

April State Board Meeting Licenses Renamed
Reminder- Effective July 1, 2016: 1. The Initial License, (SP1) valid for three years Teachers complete an approved teacher education program, qualify for an initial lateral entry license, or qualify for an initial CTE license. Standard Professional 1 licenses became Initial licenses July 1, 2016. 2. The Continuing License, (SP2) valid for five years, must be renewed every five years.

April State Board Meeting Licensing
Lateral entry teachers must meet licensure requirements within 3 years. They no longer have to complete 6 credit hours each year.

Standards 6 & 8 Standards 6 and 8 are no longer standalone standards in the North Carolina Educator Evaluation System (NCEES). Student Growth (teachers) and School Growth (principals) will be used in the determination of effectiveness at the school, district, and state level (no reporting for individual educators).
