Activity 2.10: Develop a project pipeline for Employment Actions under the Sector Planning Document for Competitiveness Within activity 2.10 two project pipeline development workshops were organized during July During these workshops representative of the MLSW have generated following project ideas: Establishing and Enhancing Migration Service Development of Standards of Occupation Youth in the Labor Market Increasing employment through development of vocational skills of the jobseekers Additional project idea was proposed which was developed by MLSW: 5. Development of Integrated Information System of MLSW

Establishing and Enhancing Migration Service – rationale
High unemployment rates, specially of young people, informal sector employment levels estimated at between 30% and 40%, mismatch between skills and employers needs and lack of programs which would offer works with proper skills makes persons inclined to migrate either outside or inside the country, for better material situation, unemployment-employment, education and a better life. Around 13,000 individuals leave the country to study, work, or live abroad Migration pressure is high and information for possible legal migration is not adequately addressed, mostly those seeking for better opportunities are entering in illegal migration which in most cases does not end up without consequences and them finally vast majority are returned back to their countries; In lack of adequate information awareness raising activity it is vital to set forth and enhance a Migration Service in the ambit of the Ministry of Labour and Social Welfare, which shall be responsible in terms of migration services, human capacity development through involvement of employment offices, employment counsellors and the respective local level; Since there is a lack of provision of migration services at present it is necessary to cooperate and communicate with in-country embassies for a continues update from them for any amendments of foreign migration policies.

Establishing and Enhancing Migration Service – objectives
Overall objective: To contribute to development of MLSW capacities in providing better services to clients based on their specific needs and creating better conditions on the labour market. Specific objective: Contributing in organization and better performance/functionalisation of migration services to jobseekers, employed, pupils, students and repatriated/returnees in the framework of the MLSW by enhancing the capacities of staff who will be dealing with such services through pilot projects on regional level.

Service provision, legal requirements, trends, causes and consequences of in country and outside country migration assessed; Framework for more qualitative and efficient provision of migration services developed on national and regional level; Enhanced capacities of employment counsellors and other stakeholders for provision of migration services; Migration service piloted in 3 Employment Offices (Prizren, Peja, Mitrovica) and evaluated.

Result 1: Legal requirements, trends, causes and consequences of in country and outside country migration Activities: 1.1 Assessment of current migration service provision, trends, causes and consequences of in country and outside country migration, legislation and its compliance with EU legislation 1.2 Provision of recommendation for legislation improvement in relation to current policy framework and assessments

Result 2: Framework for more qualitative and efficient provision of migration and career guidance services on national and regional level Activities: 2.1 Assessment of existing services provided by MLSW and Employment Offices related to the migration and labour mobility 2.2 Assessment of best German and EU and other counties practice examples in service provision to jobseekers, pupils, students, repatriated and foreign nationals with provisional stay in Kosovo in relation to migration and labour mobility 2.3 Organize 2 study visits to Public Employment Service and Migration Centres in Germany and/or another EU country 2.4 Development of services provision related to migration for jobseekers, pupils, students, repatriated and foreign nationals with provisional stay in Kosovo

Result 3: Enhancement of capacities on national and local level for provision of migration related and career guidance services 3.1 Training need assessment of staff in Migration Division, staff who currently provide counselling within employment offices; 3.2 Development of training programmes based on conducted analysis; 3.3 Delivery of training by GiZ experts on Strategic planning and policy development of migration services provision for officials from Department for Labour/Division for migration; 3.4 Delivery of training of trainers for employment counsellors from all Employment offices by Division for Migration and DIMAK; 3.5 Training of 20 counsellors from all Employment offices in provision of new service by DIMAK, Division for Migration and trained trainers from employment offices; 3.6 Development of manual for procedures for employment offices in cooperation with trained trainers and employment counsellors ; 3.7 Provision of workshops for relevant stakeholders on national and regional level (Ministry of interior, Ministry of Foreign Affairs, Ministry of Economy, Chamber of Commerce, VET schools, universities, in relation to possible cooperation, IOM; UNDP, municipalities, private training providers...) in order to define scope of cooperation and promotion of services.

Result 4: Migration services in Employment Offices piloted in 3 regions (Prizren, Peja, Mitrovica) and evaluated 4.1 Purchase of equipment and related materials for function of the new service in 3 piloted regions and employment office Pristina 4.2 Development of content related to MLSW and EA web site in relation to new migration service provision 4.4 Based on the model development of software for IT related services (database for migration services, and their integration to MLSW IT system) 4.5 Providing services to clients on migration issues following current and future agreements with EU and neighbouring countries, including providing information’s on VET and other educational and training programmes and other in accordance with defined model

Result 4: Migration services in Employment Offices piloted in 3 regions (Prizren, Peja, Mitrovica) and evaluated Activities – continued 4.6 Provision of on the job support to Employment Counsellors by Division of Migration Pristina and DIMAK 4.7 Preparation of bulleting regarding migration related issues for different kind of target groups 4.8 Participating and organising different migration related events (participate at job fairs, organizing career and information days, awareness rising events, thematic events – promotion of specific jobs in certain country in cooperation with employers) 4.9 Evaluation of service provision after xy months and preparation of report with recommendations for further service provision

Result 5: New Migration Services Employment offices promoted on national and regional level Activities: 5.1 Preparation and dissemination of promotional materials on new service for target groups and key stakeholders on national and regional level in 3 piloted regions and Pristina 5.2 Organisation of promotional event in cooperation with universities, embassies and other key stakeholders in order to promote new services in three piloted regions 5.3 Ensuring social media coverage through Facebook, linked in, twitter, etc.
