OBJECTIVES Develop human resources policies i.e. equality and equity code of conduct which protect employees i.e. sexual harassment Establish a gender desk Promote a gender sensitive organisational structure Prepare gender responsive budget i.e participation of women and men Establish gender management systems ZVIMBA RDC, A revolutionary force in gender emancipation

Women’s empowerment Biogas digester Construction Council has 8 committees of which 4 are chaired by women and 3 women vice chairpersons Council beer hall tender given to a female candidate who has now expanded the beer hall outlet to a profitable venture (grocery shop and clothing shops) Clinics: drive to have clinics within walkable distances 2 clinics under construction Borehole: 29 borehole drilled in 2013 alone Afforestation program: gum seedlings distributed in 7 wards Village Head Shambare ZVIMBA RDC, A revolutionary force in gender emancipation

Public participation During World Women’s day, Valentine day, ward meetings the community is made aware of the COE process. Budget consultation meetings: community made aware of COE process and to check whether both interests of males and females are catered for Denica Makota at Worlds Aids Day Environment Action Group ZVIMBA RDC, A revolutionary force in gender emancipation

Council Procurement Committee Council has now female HOD with one waiting for ministerial approval Procurement committee with membership drawn from employees is balanced on sex Females now encouraged to apply on all advertisements Females now also offered menial jobs Mr. Mhembere, Procurement Committee Chair ZVIMBA RDC, A revolutionary force in gender emancipation

Changes in attitudes Community now has now confidence in both women and men leadership. As evidenced by the re-election of a female chair of murombedzi primary school on the right Community in murombedzi has frequent lectures on women’s rights and the SADC protocol on Gender and Development which has changed their attitudes Ms. M. LESSONS LEARNED AND INNOVATION
Biogas Digester Construction Its possible to embark on projects which are beneficial to the community Women are equal partners with when it comes to leadership Councils can have gender specific budgets Involvement of partners makes life ease for councils to carry out projects ZVIMBA RDC, A revolutionary force in gender emancipation

LEARNING AND SHARING WITH OTHER COUNCILS
Ms. F. Bwakaya and Ms. A. Breda in Mossel Bay Through through national and regional summits that I have attended each year. SUSTAINABILITY AND REPLICATION
The COE process can be sustained by making the Gender Focal Person a permanent employee of council with key result area and do away with appointing the GPF with other key result areas The COE work can be cascaded to other councils through twinning of council by the parent ministry with those that have been in the process.
