3. Overview
In Japan, the Japan Civil Aviation Bureau (JCAB) has a significant challenge for increasing airspace capacity. The Collaborative Actions for Renovation of Air Traffic Systems CARATS as part of their ATM new technology and procedures is the long term vision. Carats is similar in concept to the U.S. NextGen program and Single European Sky ATM Research (SESAR).
