CollabLand Computerisation of Land Records
Software for Digitization of Maps for Computerisation of Land Records National Informatics Centre Department of Information Technology Ministry of Communications and IT Government of India
2
CollabCAD CAD Group, National Informatics Centre
had been developing a 3D CAD / CAM Software called CollabCAD For Indian Strategic Sectors, like Space, Atomic Energy… Registered in US Patent Trademark Office. Based on OPEN Source / Libraries like: OpenCascade, Java, Java 3D, PostgreSQL CollabCAD runs on Windows 95/98/NT/2000, Linux and Solaris platforms.
3
Genesis of CollabLand Requests from various states like TN, Karnataka, Kerala for: A software for drawing FMB Maps, to be incorporated in the existing software for non-spatial Land Record Data. A cost effective solution for deployment upto Taluk/Block level, based on Open-Source technology A system to provide the citizens, the Maps (FMB Extracts) of their plots on demand at an affordable price. A solution where the Government holds the technology, for further enhancement and support.
4
Main Objectives Viewing / Printing FMB Extracts as a Citizen Service
Create FMB Maps from 5-Column Ladder Data Viewing / Printing FMB Extracts as a Citizen Service Perform Transactions like Sub-Divisioning & Merging Provide integrated Solution with Non-Spatial Data
5
Salient Features Boundary and Adjacency information in Table format.
Facility to enter Ladder Data, Sub-Division Point Data, Boundary and Adjacency information in Table format. Drawing of FMB Maps from the above data with a Single mouse click. Saving / Restoring Maps into / from Database
6
Basic Features Option for Clockwise / Anti-Clockwise Traversal
Automated computation of Line Lengths from Tables Computation of optimum text placement position Option for Units for Data, like Meter, mm, Link, Feet Extensive checks for input data validation
7
Basic Features … Interactive Modification and Moving of various Texts
Interactive Aligning with North Direction Viewing / Printing of the Map of the Entire Plot or of a Particular Sub-Division Viewing / Printing to Standard Scales Provision for Bulk Data Import to Tables from Flat Files
8
Sub-Division Features
Interactive Creation of Sub-Division Points / Lines Creation of Sub-Divisions with a single mouse Click Merging of Sub-Divisions Automatic synchronization of input data in Tables Display/Comparison of Actual and Displayed Area
9
Detailing Features 100+ scalable Symbols, Customisable (using XML)
Non-Aligned Symbols such as: Houses, Wells / Tanks Notes : With modifiable Text sizes and Orientation Fixed-Length Frill Lines for Adjacent Plot Boundary Interactive Moving / Modification / Deletion of Details
10
Detailing Features … Free-Hand Sketches to represent Rivers, Streams,
Roads, Railway/Telephone/Telegraph/Electric Lines Polygons with Hatching facility to represent Buildings Polygon / Poly-Line creation with Constraints Arrows with User-Specified Size
11
Display Features Option to display GPS Coordinates, Border / Title,
Sub-Division Area and Survey Number, on the Map Display of Ladder / Extended Table on the Map at the desired Location and Format Control on Thickness of Lines and font Size of Texts. Selective display of various Points and Lines
12
Display Features … Interactive Zooming and Panning using Mouse / Key Board Permanent / Temporary Rotation of maps to suit Printing / View Provision for Page Setup: Working in Preview Facility to set Standard Plot Scales
13
Workflow Workflow with 3 levels of participants :
Draftsman : Performs actual FMB modifications; Forwards to Head Surveyor for checking Head Surveyor : Checks modifications by Draftsman; Forwards to Tehsildar for approval Tehsildar : Finally approves the FMB Modification
14
Security Role Based User Groups – Tightly coupled with a
similar functionality in Database Management System Role Based Menu – Dynamically Created from Database Log maintenance of all Important events in the database. Facility to View / Compare older versions of Maps
15
Mosaicing Plotting of Traverse Data to get Village Traverse
Importing of FMB Maps onto Village Traverse Maps Automatic and Manual Positioning of FMB Maps Moving / Rotating Imported FMB Maps Automatic and Manual merging of Vertices / Sides
16
Miscellaneous Features
Unlimited Undo – Redo facility Local Language Support – Using Unicode Measuring Tool to get distance between Points / Lines GUI Based facility for Database Backup / Restore Report Generation using Jasper Reports Lite Version for Public implementation (at Kiosks etc)
17
Why CollabLand ? 5 Good Reasons
Platform Independent : Works on Linux / Windows Negligible cost : Due to use of Open-Source Tools Caters requirements of various Survey Systems : Ladder / FMB Data; Total Station Data (directly from Instruments); Shape File Data; Data from other Software Integration with Non-Spatial Land Records Application Modifiable Software – IPR is with Govt. of India
