Conservation Management Plan & Communication Strategy for East Kolkata Wetlands A Project being implemented by Centre for Environment Education under India Urban Initiative with support from ICMA-USAID

Our team -Kiran Desai : Communication strategy
-Ram Boojh: Team leader, biodiversity & Institutional aspects -Madhavi Joshi: Coordinator, Livelihood issues -R Gopichandran- Waste water issues -Saswat Bandyopadhyay- Landuse and DCR -Anindita Bhattacharya- Local coordination

East Kolkata wetlands (EKWL) -Situated on the eastern fringes of Kolkata city with world’s largest waste water fed aquaculture system. The EKWL comprising 308 sewage fed fisheries 12,500 hectars of area declared as Ramsar site in November Provides immense environmental benefits Waste water management Kolkata city generates mld waste water mld diverted to EKWL, Direct Discharge in Kulti river: mld Flood control Livelihood for 1.5 lakh inhabitants

Four major land use types in this man made wetland covering 37 maujas 1. Substantially water body oriented area (primarily sewage fed fisheries) ha. 2.Rice cultivation Area: ha. 3.Productive Farming Area ( garbage farming- Dhapa): Urban and Rural settlements : ha.

East Kolkata Wetlands: Ecological services

Historical events 1865: Land filling started in Salt Lakes. A 2.59 sq.km area was acquired for dumping city’s garbage and for sewage farming and fisheries. 1928:The Bidyadhari River was officially declared dead. : Reclamation of Salt Lakes for the extension of the city, race for huge conversion of wetlands into urban facility. 1980: Eastern Metropolitan Bye-pass constructed forming western boundary of East Calcutta Wetlands. 1992: High Court directive- no change in land-use should be the guiding principle for the development of the plan. 2002: Declared Ramsar site. 2006: East Kolkata Wetlands Act, challenged in the Supreme court

SCOPE OF WORK TO PREPARE CONSERVATION AND MANAGEMENT PLAN (CMP) FOR THE PROTECTION OF EAST KOLKATA WETLANDS Review of available data/ information/ reports, broad management plan Review the EKWL Conservation & Management Act and suggest enforcement strategy Prepare a CMP framework in consultation with stakeholders Share and build consensus from all stakeholders- govt organizations, NGOs, institutions, communities etc Finalize the Conservation & Management Plan Develop CMP action plan & implementation strategies Develop a communication strategy

CMP OBJECTIVES Create a clear and concise CMP which is workable, realistic and achievable for all levels of organizations Obtain broad acceptance of the CMP from all stakeholders Sustainable Development & Management of the Wetlands Enhancement of Quality of Life for the residents through better access to civic services Enhancement of Livelihoods, thereby poverty eradication Development of Information-Education-Communication framework to communicate the CMP to all stakeholders
