IS IT CORRECTABLE? A DECISION ANALYSIS TOOL
The following slides are to assist certified forest operations compliance inspectors in exercising their judgement in determining whether or not an operational issue is correctable (as per box 9 of the Forest Operations Compliance Monitoring Process Flowchart FOR ). These slides are for guidance purposes only. They are not exhaustive. There are many situations and scenarios that a certified forest operations compliance inspector may encounter. The slides illustrate a thinking process for applying common sense when judging whether something is ‘correctable’ or not. The slides present only some examples for each operational type (Access, Harvest, Renewal & Maintenance). Correctable is assessed in terms of whether an operational issue can be responded to so that the forest operation meets the standard or requirement without loss or damage. Correctable is also assessed in terms of whether the proposed action will result in the behaviour of the Licensee being corrected. Operational issues that continue to occur after prior assignments of corrective action may be deemed not correctable due to failure of the of Licensee’s behaviour to change.

WX Culvert Installation Realignment to Standard or Requirement without Loss or Damage Loss or Damage Incurred and/or behaviour not modified Correctable Not Correctable In inspector’s opinion licensee is not exercising due diligence (e.g. continued occurrence of correctable operational issues) Pipe out of round beyond acceptable standard Reinstall proper pipe Wrong size Pipe; too short, or diameter too small Reinstall correct size An observable amount of sediment has entered or is entering the watercourse due to erosion, runoff or scour Fish passage obstructed (e.g. perched culvert) outside of fish spawning period; Reinstall A known contaminant is observed in the watercourse; e.g. oil, gas, herbicides that can be linked to industry operations Pipe improperly embedded in Stream, too deep or too shallow; Reinstall The reserve of standing timber prescribed to protect the watercourse has been compromised Water velocity in pipe beyond acceptable standard during spawning period; Riffle or Reinstall Road width exceeds prescription inside watercourse reserve area Fish passage obstructed during Fish Spawning Period due to perched culvert, excessive water velocity or blocked culvert. Embankment slope not stable; Re-slope Water crossing installation resulted in significant change to stream morphology Without DFO approval (SSG, p.135) Inadequate erosion control measures in place; Install rip-rap or veg. mats This slide provides examples of correctable decision analysis to be used for training purposes only

WX Bridge Installation Realignment to Standard or Requirement without Loss or Damage Loss or Damage Incurred, or behaviour not modified Correctable Not Correctable In inspector’s opinion licensee is not exercising due diligence (e.g. continued occurrence of correctable operational issues) Wrong size bridge installed; Reinstall Not constructed according to approvals- (e.g. stringers, abutments, curbs, running surface incorrect) detected before irreversible impact (e.g. before sedimentation or accident); Reconstruct, if detected before completion An observable amount of sediment has entered or is entering the watercourse Bridge constructed outside of approved time period or not at approved location Embankment slope not stable; Re-slope The reserve of standing timber prescribed to protect the watercourse has been compromised. Inadequate erosion control measures in place; Install riprap or veg. mats A known contaminant is observed in the watercourse; e.g. oil, gas, herbicides that can be linked to industry operations. Fish passage is obstructed by construction; Clear watercourse if outside of fish spawning period. Road width exceeds prescription inside watercourse reserve area Fish passage obstructed during fish spawning period Not constructed according to approvals- (e.g. stringers, abutments, curbs, running surface incorrect) impacts noted This slide provides examples of correctable decision analysis to be used for training purposes only

Correctable? - Decision Analysis Access Road Construction Realignment to Standard or Requirement without Loss or Damage Loss or Damage Incurred, or behaviour not modified Correctable Not Correctable Road is improperly drained no sediment entered watercourse due to erosion, scour or flooding Crown and Ditch In inspector’s opinion SFL is not exercising due diligence (e.g. continued unjustified occurrence, behaviour unchanged) Road located outside of approved Corridor Merchantable timber cut and left as a result of right of way clearing Pick-Up Aggregate removal occurred within 15 metres of the boundary of the planned area of the pit. Traffic Safety not addressed, no accidents have occurred Sign, Improve Sight lines Depth of aggregate extraction exceeds standard or is too close to a well or HPS stream (SSG, p.141) Forestry Aggregate Pit face Unstable or Pit not rehabilitated Stabilize/Rehabilitate Operations inside AOC boundary or during timing restriction Ponding in excavation area Provide drainage Operations during short shift/full shut down due to Fire Restriction Garbage on site Remove Inadequate Fire suppression equipment or personnel or equipment parked in unsafe area AOC boundaries improperly marked, pre-harvest. Cutting/Utilization Realignment to Standard or Requirement without Loss or Damage Loss or Damage Incurred, or behaviour not modified Correctable Not Correctable Merchantable timber left on site (includes topping, butts); Pick-up and forest resources are scaled In inspector’s opinion licensee is not exercising due diligence (i.e. continued occurrence of correctable operational issues) In inspector’s opinion SFL is not exercising due diligence; i.e., reoccurrence without just cause, behaviour unchanged Merchantable timber left standing beyond operational restriction requirements; Return and harvest Trespass outside of harvest boundaries, or into AOC boundaries (may be result of improper boundary marking). Lodged trees; Remove Harvest during timing restriction. Garbage or equipment left on site; Remove Harvest of unauthorized species Residual stand damage Wood chip fibre left on site; Pick up High stumps Corduroy left unscaled; Scale/Pay Crown dues Cutting without authority. Site disturbance (SSG p.144) Harvest/AOC boundaries not properly marked; Re-mark boundaries Inadequate Fire suppression equipment or personnel or equipment parked in unsafe area This slide provides examples of correctable decision analysis to be used for training purposes only
