MARITIME SECURITY MARITIME SECURITY Knowledge.. …capabilities…. …efficiency… …so MS requires… Form the SP Navy perspective Maritime Security is based on three pillars: First of all Knowledge, to understand what is happening at sea. Knowledge is the basic enabler to take action against the maritime threats, like maritime terrorism, illegal traffics or piracy. Secondly capabilities to take action, that means capabilities to act both close to our home waters to strategic distance. Thirdly, it has to be done in the most effective way, in a time of scarce recourse. Therefore, Maritime Security requires: Information sharing. No single agency has access to the broad range of data and information. Interagency cooperation and finally civil and military approach to maritime security. In this presentation I am going to focus on Knowledge, information sharing or maritime Situational Awareness and the SP Navy Approach to improve MSA. … inter-agency cooperation… Information sharing… …civil – military approach…

LAYERS OF MARITIME SITUATIONAL AWARENESS
NATIONAL REGIONAL GLOBAL To promote a great involvement of IMO To promote MS issues in 5+5 Defence Initiative The Spanish Navy is aware that it is necessary to work in three different layers to improve MSA. First is the national level in which the SPNAVY is trying to further the cooperation of all the national agencies with legal responsibility in Maritime Security. Secondly at regional level, and in this case for example is very active promoting the Maritime Security issues in the 5+5 Defence Initiative. And last at global level, in which the SP Navy promotes a greater involvement of the International Maritime Organization. To further cooperation with legal resp. agencies

SP NAVY INITIATIVES TO PROMOTE MSA AT NATIONAL LEVEL
MARITIME INFORMATION FUSION CENTRE , LINKED TO ALL SPANISH MARITIME AGENCIES COVAM The Spanish Navy is the overall national authority responsible for maritime surveillance and therefore we provide MSA products to other sectoral Spanish agencies... ....so....in order to promote MSA at national level, the SP Navy has created the COVAM in Cartagena which as the main Spanish information fusion centre.

AIS Web Server INFO EXCHANGE WITH AGENCIES COLLABORATIVE ENVIRONMENT FUSION FUSION CORRELATE ANALYZE VMS COVAM FUSION CENTER BILATERAL OR MULTIAGENCY AGREEMENTS COMMON DATA NAVY RMP The COVAM is responsible to fusion, correlate and analyze all the maritime information which is available to the Spanish Navy. There are to general types of information, the one that arrives to the Centre from own navy sensors and the one that arrives from other agencies in accordance with the terms of the agreement. In any case the information is managed and handle in accordance with the security level assigned to it. COVAM has a collaborative environment which allows the exchange of MSA products to national agencies in accordance with their legal responsibilities and always keeping the level of security of the information provided. In most cases this exchange is also based on bilateral / multiagency agreements. SECURITY LEVEL ASSIGNED OTHER

SHARING INFORMATION TOOL COMMUNICATION TOOL The collaborative environment allows the Navy to: Share information keeping the security level of the information provided. Real time communication tool. And a analysis tool to detect anomalous behaviour. COLLABORATIVE ENVIRONMENT ANALISYS TOOL

Tool to promote regional and global maritime partnerships
Finally, I would like to point out that the added value of VRMTC to maritime security is two fold. First of all as a tool to promote regional and global maritime partnerships, and secondly as a tool which allows the Spanish Navy to improve the understanding of the maritime domain thanks to the exchange information amongst different VRMTC, TRMN partners.
