Session 3.2. Role of Employer Organizations
At the end of this session, you will: Get an idea of broad steps to develop social protection systems, including floors, in countries Get a sense of what EOs can do During this session: We will listen to a presentation on development of national social protection systems and how employers can contribute to the implementation of social protection floors

Supporting the design of specific schemes
Broad parameters of the prioritized schemes are defined. Detailed parameters of the schemes are defined, including coverage, qualifying conditions, benefit package definition, duration, and entitlement conditions. The legal framework for the scheme is developed. The institutional set-up is defined. Broad parameters of the prioritized schemes are defined. Key activities: Develop national capacities on international labour standards. Conduct bilateral meetings with the main stakeholders (including government, worker, and employer representatives) to discuss the objectives of the reform or new scheme. Organize a multilateral discussion to validate these objectives. Conduct bilateral meetings with the main stakeholders (including government, worker, and employer representatives) to discuss the broad parameters Organize a national discussion to validate the broad parameters and facilitate a consensus on the possible reform or introduction of a scheme. Conduct primary feasibility studies Detailed parameters of the schemes are defined, including coverage, qualifying conditions, benefit package definition, duration, and entitlement conditions. Provide technical support to responsible agencies in defining the schemes’ coverage, qualifying conditions, benefit package definition, duration, and entitlement conditions based on international labour standards and principles of Recommendation No. 202. Conduct actuarial valuations of the schemes to compute the contribution rates and ensure the sustainability of the schemes. Support the dialogue process (tripartite and national) that is required to validate the parameters of the schemes. Ensure that the national budget reflects the policy reforms. The legal framework for the scheme is developed. Undertake the necessary legal feasibility and impact studies to ensure sustainable implementation of the legal changes. Develop national capacities on legal drafting for social protection. Provide technical support to draft the legal framework required for the implementation of the schemes. Support the dialogue process required to finalize and validate the legal framework. The institutional set-up is defined. Develop national capacities on good governance principles.
