2. Grid database and Paavo – Open data by postal code area –service
Free of charge service of postal code information
Contains database and map materials
Is located in Statistics Finlands website
Before Paavo there was ”Finland CD” product, information by postal codes
Paavo was a response to the demand for open data
Has improved Statistics Finlands image as an open data offerer
Has not promoted ordering a data of postal code information though
Grid database
250 m, 1 km and 5 km grids
Subject to charge
Many buyers, good money for Statitics Finland
Most of the orders are for 250 m grids
Customers will receive a username, password and a link for the data
Long history from the end of the 1990’s, predecessor was ”Theme CD”

5. Applications for selecting and composing the data
Two web applications: composing and selecting the data
SAS Stored Process Web Application (composing the data)
Web interface made by Javascript (selecting the data)
Uses OpenLayers
Data exist in SQL server
SAS-based application picks and combines data from Sql
Selected data goes to Stored process web application, data use through here or WinSCP
Picked selection will be published in Geoserver as web map service (WMS and WFS)

Updating the database, updates the newest information
Running distribution, shows how much each unit in each data group should be
Running tabulation
Comparing data to last years data, encryption ok etc.
If everything is ok, updating Variable editor (includes all SF’s variables and reports connected to those)
Composing databases
Running necessary reports from Variable editor (data contents etc.)
Before this application updating the Grid database was a tough job

7. Application for selecting data
Customers can easily select the newest postal code data from the Internet, but they are intrested in data of previous years as well
Postal code data in free the Internet since 2015
Older years in application for selecting data
Older years are subject to charge
Sometimes customers don’t want to order the whole Grid database, but part of it
Certain data groups, variables or regions
Application for selecting data
Doesn’t have an official name, we call it as ”Ruponen”
Meant only for internal use in Statistics Finland, experts select the data for customers
Customers don’t have the access to the application
Data can be saved as Shapefile or Excel

9. Buyers and users
The buyers of Grid database are mostly private sectors enterprises, but there are also buyers from the governmental and communal sector
No exact information of Paavo’s users, because it’s open data and SF don’t have a list of the buyers or users, but along Google it has been used for example:
Stories in the magazines, e.g. Comparing the income of different regions
Map center’s Blog (thematic map of Paavo’s data)
Wikipedia source (population)
In Real estate and housing website Paavo’s data was used for telling about facts of residental areas
Address for keeping a bus line in a region
Paavo has been reduced critism why SF doesn’t open Grid data
It has not reduced anyway Grid database orders
However, satisfies well the need for open small region information
