Welcome to the webcast on Civil Rights Requirements for the Child and Adult Care Food Program or CACFP. This webcast is presented by the Child Care Resource Center and it is intended for all staff at centers participating on the CACFP. Because the CACFP is funded through government programs, we must ensure that no child or family’s rights are being ignored or denied. This is why you must complete this training.
As you start this training webinar, be sure you have the CACFP Handbook for Centers provided to your center by the Child Care Resource Center. For Civil Rights Requirements, please turn to page 13 and 14 of your handbook.

2. CACFP Civil Rights Training
Annual Civil Rights training to all staff by the CCRC
Record of staff training will be on the Ohio Professional Registry
All staff at centers participating on the CACFP must complete civil rights training every year. Records indicating who received this training, the topics covered, and the date it was completed is maintained on the Ohio Professional Registry by the CCRC.

3. What is “discrimination”?
The unjust or prejudicial treatment of different categories of people or things, especially on the grounds of race, color, national origin, age, sex or disability.
So, what is discrimination and civil rights? Discrimination is the unjust, unfair, or prejudicial treatment of individuals or groups solely based on race, color, national origin, age, sex, or disability.

4. Civil Rights
Civil rights are legal guarantees that protect individuals from attack on personal liberties, right to fair trial, right to vote, and freedom from discrimination on the basis of race, color, religion, sex, age, disability, or national origin.
Civil rights are the legal guarantees that protect us all from attack on our personal liberties and freedom from discrimination based on race, color, religion, sex, age, disability, or national origin.

5. As a center that is participating in the CACFP, it is very important that all children and families are treated equally.
It is important that all children and families in your CACFP are treated equally.

6. CACFP Civil Rights Requirements
Allow all children and families equal access to the food service, child care services and facilities without regard for race, color, national origin, sex, age, or disability
Make CACFP information available to the public upon request
Provide informational materials in the appropriate language translation, if requested
In CACFP, certain groups of people are specifically listed as protected from discrimination. This means that you cannot treat families or children enrolled in your food program differently from one another based on their race, color, national origin, age, sex or disability.
Your center must allow all children and families equal access to the food service, child care services and facilities without regard for race, color, national origin, sex, age, or disability.
The first step to make sure you do this is by giving the same information about the CACFP (income eligibility, meals and foods served, and policies) to the families of every child enrolled in the program. CACFP information must be made available to the public upon request. All printed materials, including any pictures or other graphics used about your food program that are given to families or displayed in public must convey a clear message of non-discrimination and equal opportunity.
Informational materials must be provided in the appropriate translation concerning the availability and nutritional benefits of the CACFP. For example, offer CACFP information to disabled persons in a format appropriate to their disability or translated materials in the family’s home language. 7. “And Justice For All” Poster
Prominently display the “And Justice For All” poster provided by the CCRC
It must be posted in a place that is visible to the public
You can ensure all your families are award of their equal access to the CACFP by displaying the written or visual information clearly in your center where it will be easily seen by families and CACFP visitors.
It is required that your center prominently display the nondiscrimination poster “. . . And Justice For All”, provided by the CCRC. It must also be posted in a place that is visible to the public.

8. Parental Notification Flier
You must inform families about the CACFP and its benefits. Include the “Building for the Future” flyer in each CACFP enrollment packet to your families. Also display the poster in your center where it will be easily seen by families and CACFP home visitors.

9. Non-Discrimination Statement
Statement Required for Your Program Handbooks You must include the USDA’s non-discrimination statement in your parent handbook as well as your staff handbook.
The non-discrimination statement must be in your family and staff handbooks.
You can find the statement in your CACFP program binder from the CCRC and on our website at

10. Non-Discrimination Statement
In accordance with Federal Law and U.S. Department of Agriculture policy, this institution is prohibited from discriminating on the basis of race, color, national origin, sex, age, or disability.

11. Civil Rights Complaints
All written or verbal complaints alleging discrimination on the basis of race, color, national origin, sex, age, or disability shall be processed within 90 days of receipt
If there are concerns or a family feels they have not been treated fairly, they do have the right to file a complaint. We must investigate any complaints. If we cannot help resolve complaints, it will be forwarded to the Ohio Department of Education.
