3 Democracy Democracy is a form of government in which the people govern themselves or elect representatives to govern them. Key Elements: Guarantee of basic Human Rights to every individual Freedom of opinion, speech, press and mass-media Religious liberty General and equal right to vote (one person, one vote)

4 Governance “Governance" means: the process of decision-making and the process by which decisions are implemented (or not implemented).

5 Good Governance “Good governance is a prerequisite for social harmony, public order, political stability, economic prosperity and certainty about future” (Sheng, 2013). it delivers the fruit of progress and development evenly to all. Good governance is required at all levels of society and state. Good governance is an ideal situation for the people of a country, where political stability is observed and public order is followed unanimously (Sheng, 2013).

6 Good governance Indicators:
According to UNDP 8 core characteristics are required to ensure Good Governance. 1) Participation 2) Rule of law 3) Transparency 4) Responsiveness 5) Consensus orientation 6) Equity 7) Effectiveness and efficiency 8) Accountability

7 Good Governance Key relationship: Government → Public Value
Key principle: legitimate and effective public policy Spheres: public policy (economic, environmental, social, political) Tools: technology, institutional capacity, public leadership, social support, accountability mechanisms

Key principle: popular control as political equals Spheres: regime rules, office-holders, public policy Tools: technology, institutional capacity, elections, rights and freedoms, rule of law, development
