European aviation European Union is a key player in global aviation:
800 million passengers using 450 airports and 150 scheduled airlines Since 1992, the number of flights within the EU has more than doubled In aviation regulation, the European Union is recognised as a world leader, among others: Single European Sky EASA as the centre of global aviation regulation Implementation in Europe of the global RSOO concept (Regional Safety Oversight Organisation) has been a success! ATM/ANS Safety - ATSEP ATSEP training - subject to verification against organisational requirements (Regulation 1035/2011) intended to ensure the adequate training and safety management by service providers that employ ATSEP EASA and European Commission - a new regulatory proposal which includes a set of common European rules providing a common approach to ATSEP training and competence assessment It is envisaged that this proposal - ‘ATM/ANS providers & safety oversight thereof’ - will be formally adopted still in 2015 IFATSEA, General Assembly, Berlin, Germany - November 2015

Labour mobility is currently very low (<0.1% of ANS staff)
ATM/ANS personnel Human resources are an essential element of aviation safety and Single European Sky success More than staff are directly employed by European ANSPs and represent 2/3 of their costs Labour mobility is currently very low (<0.1% of ANS staff) ATSEP mobility – (poss.) impact on performance and costs The upcoming common European rules - containing ATSEP training requirements & competency checks - facilitate the positive mobility of ATSEP IFATSEA, General Assembly, Berlin, Germany - November 2015

EASA and IFATSEA ATSEPs (IFATSEA) crucial role in European aviation system well known and respected by EASA IFATSEA’s contribution in EASA rulemaking groups has in the past always been high and dedicated and EASA hopes that it remains in such a way in the future Future ATM/ANS system will be technology driven and complex – can become a safety risk if not properly mitigated EASA is keen to work in close cooperation with IFATSEA – to find a common approach to maintain (or improve) the overall performance of the evolving ATM/ANS system IFATSEA, General Assembly, Berlin, Germany - November 2015
