Ongoing war in Syria, Libya and Iraq also Afganistan
Turkey hosting nearly 2 mio. refugees that want to go to EU
Hungary closed its borders
Next logical choice for people travelling via the Balkan route is Slovenia
No official agreement among the EU states about such large mass of refugees

5. Then it started…
In October 2015 Hungary decided to close its borders for refugees
People started to divert towards Slovenia a large migration wave started
From October to December 2015 around migrants crossed Slovenia‘s borders (daily migration rate up to people)
Majority continued their journey towards Austria and Germany, some stayed in Slovenia

7. Slovenia‘s reaction
Ministry of interior and Police took charge of the coordination of all activities in relation to refugees
Around people were mobilized; members of Police, Slovenian Army, Civil protection forces, volunteers, additional 260 unemployed persons were activated
Slovenia‘s costs for the reaction were estimated at roughly 15 mio. €
Slovenia set up 22 migration centres, capable of providing refuge to a total of people at once; additionally 135 km of safety fences were installed at a later stage

9. Involvement of road and railway authorities
Slovenian roads agency (DRSI) and Slovenian highways managing company DARS were not operationally involved
Police controlled and managed the flow of migrants on Slovenian roads
DRSI was approached for some bureaucratic procedures to establish the right of passing through some of its perimeters
DRSI allowed the use of one of its large parking spaces for trucks to be used as a temporary detention centre before transporting migrants towards the Austrian border
Slovenian railway authorities have been asked to construct a temporary railway line with a platform for transporting migrants to the border as efficiently as possible
