1. Make internal decision to join WIS in RA-VI. 2. Choose a WIS Focal point, who should be knowledgeable about current GTS transmissions. 3. Check comms network connectivity, including bandwidth to current RTH and Internet access. 4. Check the traffic pattern of GTS data. Ensure bandwidth is sufficient to send & receive all data without undue delays. If not, plan increase in bandwidth or stay with GTS data transmissions. 5. Determine which GISC in the region should become the primary GISC. Communicate with GISC to gain its approval. 6. Inform WMO by PR letter of decision to be an NC, the choice of primary GISC and WIS Focal point. 7. Set up communication link to primary GISC via RMDCN. Create GISC user account for administrative matters.

8. Decide whether metadata editing done locally or remotely at GISC. Set up editing software locally or a connection to the GISC for editing. 9. Train a staff member and a reserve in the WMO Metadata Core Profile, either WMO or GISC training courses or via the WMO Jumpstart Offer. 10. Take responsibility for the metadata records describing data submitted by the NMHS. If necessary, modify the initial metadata records provided by Météo-France. 11. Start using WIS to send and receive data with appropriate metadata descriptions. 12. Join the user group of the GISC by attending meetings and other organised events. 13. Help monitor the regional WIS by regularly updating the country’s records in the Country Data Base including availability of service, traffic figures, errors and other comments.

9 RA VI Implementation Plan for DCPC
More or less the same steps as for NC, plus: Gain support and liaise with the appropriate WMO Programme for the DCPC data to be made available. An RTH that wishes to become a DCPC, the NCs to be connected to the new DCPC for data collection and distribution services should be contacted for support, expressed by the relevant PRs. In accordance with the mandatory services to be provided by a DCPC as described in the Manual on WIS, select the necessary special software and install it locally. Make sure that it passes all the tests for DCPC’s which have been published by WMO. Inform and liaise with WMO CBS and appropriate Expert Teams.
