2 ONGOING CROP INSURANCE SCHEMES
Aiming to provide better services to farmers, following schemes are being implemented from Kharif 2016 :- a) Yield index scheme of Pradhan Mantri Fasal Bima Yojana (PMFBY) has been introduced replacing NAIS & MNAIS. b) Weather index scheme of RWBCIS is continued with change in premium structure & criteria of area allocation - same as PMFBY. c) Pilot Unified Package Insurance Scheme (UPIS) d) CPIS continues as under NCIP

5 CHALLENGES EXPERIENCED IN IMPLEMENTATION OF PMFBY
Formation of clusters – improper risk mixing of different agro climatic districts/zones by States Delay in issue of notification Additional clauses imposed by States Issues related to conduct of CCEs using Smart Phone App and timely submission of CCE data to insurance companies. Delays in entry of notification details on National Insurance Portal and non mapping of villages with census code.

6 CHALLENGES EXPERIENCED IN IMPLEMENTATION OF PMFBY
Contd.. Duration of allocation of work to ICs. Implementation of PMFBY strictly according to provisions envisaged in OGs of PMFBY. Providing premium share and relevant data including yield data untimely by States/UTs. Publicity & awareness campaigns through electronic and print media etc. Non-start up of use of RST / Satellite Imageries in supplementing estimation of yield through CCEs.

7 CHALLENGES EXPERIENCED IN IMPLEMENTATION OF PMFBY
Contd.. 11. Availability of adequate manpower of ICs in allocated districts and for co-observing CCEs and survey related to localised calamities. 12. Dispute between States and Insurance Companies over area discrepancy and application of ACF. 13. Lack of initiative for implementation of UPIS 14. Lacking in adhering of prescribed cut-off dates leading to delays & disputes. 15. High PLR fixing by re-insurers and substantial loading premium for commissions resulting high premium rates of ICs.

8 TARGET OF CROP INSURANCE FOR 2017-18
Coverage of crop insurance is targeted to be increased during to 40% farmers / their cropped area in This may be achieved through following interventions: i. Strict compliance to compulsory coverage of loanee farmers. ii. Focus on bringing maximum number of non-loanee farmers under crop insurance. iii. Wide publicity & awareness campaigning of crop insurance benefits among farmers. iv. Intensive engagement of Banks in implementation of the scheme. v. Integration of Automatic Weather Stations (AWS) of all agencies and setting up additional AWS in PPP Mode to boost up farmer trust.
