Principles Network-device distributed decision making
The network manages the overall resource optimization, but is not in charge of full management of individual radio resource allocation. The constraints are called "Policies" and are sent to terminals via a "radio enabler" Terminals take decisions autonomously, respecting some constraints imposed by the network.

Network entities Operator Spectrum Manager (OSM)

Terminal Entities Terminal Measurement Collector (TMC)
collects terminal context information and provides it to TRM (e.g. sensing report) Terminal Reconfiguration Manager (TRM) analyzes these radio resource selection policies sent by Network Reconfiguration Manager makes spectrum access decisions within the framework of the radio resource selection policies. requests corresponding reconfiguration of its Terminal. Terminal Reconfiguration Controller (TRC) controls reconfiguration of terminal based on requests from TRM

Policy based management
Decision making in this standard is based on policy-based management framework. enables to describe policies of type Event- Condition-Action Radio resource selection policies create the framework within which TRMs will make terminal reconfiguration decisions Examples: policy framework enables to define policies such as "if terminal location= [x,y], terminals may connect to available at frequency f1" "all terminals shall report sensing measurement on Band [f1, f2], between StartTime and EndTime"
