The Annul Report of External Evaluation 2015/16.
The average mark 2,8 for 2/3 primary schools. Pupils gain knowladge in class (88.4%) vs. Pupils attainment is low (26.5%). External evaluators differ in their judgement. External evaluators differ in reading the standards and their indicators.

Evaluators should be able: to appraise school quality; to make valid inferences based on evidence; to achieve positive school impact; to write down a precise report.

Standards and indicators are to be: representative; coherent; comprehensible; measurable; practical.

Considerable limitations at: domain level; standard level; indicator level.

Concerns/Challenges Probable solutions:
Main concern: Do external evauators have enough capacity to absorb so many indicators during school visit, especially during classroom observation? Probable solutions: to enhance external evaluaters̕̕ competencies; to improve dialogue between external evaluators and stakeholders; to reexamine and redefine the legal framework.
