4 Introduction Reasons Fair Smart Meter? Process steps Best practises REASON FAIR METER Since 2015, grid managers have been offering smart meters on a large scale. The societal objective is to have provided at least 7 million of the Dutch households with a smart meter by 2020. The smart meter is part of European policy to combat climate change. The meter provides consumers with insight into their energy consumption, and makes them more aware of it. This can indirectly result in energy savings. If we install millions of smart meters to realise energy savings and make a positive contribution to combating climate change, why can we not also focus on a sustainable meter? This is the reason that Liander and Stedin have started a joint process to realise a Fair Smart Meter. The central focus of this process is reducing the negative impact of the smart meter on people and the environment.

7 Introduction Reasons Fair Smart Meter? Process steps Best practises PREPARATORY PHASE “Only at the moment you make something important is attention paid to it.” Make fair one of the main objectives of the tendering and define what you mean by fair Formulate fair components and what is expected of suppliers Organise a market consultation with suppliers about fair

8 “The less you require, the more room there is for your own ambition”
Introduction Reasons Fair Smart Meter? Process steps Best practises SELECTION PHASE “The less you require, the more room there is for your own ambition” Formulate selection questions in which you ask about the ambitions of the parties "What is the ambition of your organisation in terms of the selected fair components, and why have you set this ambition." In scoring the answers, look the parties which understand the fair concept and have an organisation to bring the ambitions into practice.

9 Introduction Reasons Fair Smart Meter? Process steps Best practises Contract phase “This is the MOMENT at which it becomes visible whether everyone means what they say” In the preparation for contract discussions, you search for your own lower limit for the fair components. In this context, formulate clearly what your own minimum ambition is, so that you can compare this to the ambition of the suppliers. Get the negotiating team on board with fair

10 “you are looking for a party which understands the question”
Introduction Reasons Fair Smart Meter? Process steps Best practises AWARDING PHASE “you are looking for a party which understands the question” Formulate awarding questions through which parties challenge themselves “Indicate which elements of fair are integrated in the product, when and how.” When scoring the answers, look for the party which best incorporates the ambition and the solutions for the fair subjects

11 “Ensure co-creation, only then will it stay alive”
Introduction Reasons Fair Smart Meter? Process steps Best practises Implementation phase “Ensure co-creation, only then will it stay alive” Cooperation with supplier Communicate together Prevent compliance with the contract only taking place at the legal level

12 COOPERATION WITH KNOWLEDGE INSTITUTION
Introduction Reasons Fair Smart Meter? Process steps Best practises BEST PRACTISE I COOPERATION WITH KNOWLEDGE INSTITUTION You do not possess all knowledge about fair, the improvements or the product External help can assist with this, and in this way you increase knowledge and credibility. External parties can also contribute to creating creativity and retaining the right mindset to continue to think innovatively External help can be useful in all phases, from selecting the fair components to implementation of the contract fairsmartmeter.com

13 ORGANISE A PILOT SCHEME
Introduction Reasons Fair Smart Meter? Process steps Best practises BEST PRACTISE II ORGANISE A PILOT SCHEME The term 'fair' and the elements of fair maybe unfamiliar to suppliers, which can result in them getting cold feet in terms of promising strong ambitions. This fear is the greatest if they need to enter into contractual obligations. With a pilot scheme, you can create peace, and make time available to learn lessons for that specific product. You do need to agree in advance that the lessons learned will result in new contractual obligations; in this way, you embed the results of the pilot scheme fairsmartmeter.com

14 BEST PRACTISE III GO ON STAGE TOGETHER fairsmartmeter.com
Introduction Reasons Fair Smart Meter? Process steps Best practises BEST PRACTISE III GO ON STAGE TOGETHER The ambition of fair can only be realised if everyone takes it seriously The supported ownership comes into being by acting together Joint mutual presentations can distribute the ambitions of fair internally in the organisation External presentations create extra value for the supplier through a positive effect on the reputation, and positioning on the basis of fair A shared website, or joint participation on events, seminars and congresses also contribute to this fairsmartmeter.com
