1 CERN-JRC COOPERATION 3rd EUSC – 12 July 2016 B. Denis

2 2) CERN-JRC collaborations
1) DG JRC 2) CERN-JRC collaborations 3) What’s next? Areas of collaboration Knowledge Transfer and IP management Technology and Innovation Monitoring Big data Medical radioisotope production Neutron data for nuclear energy applications Energy HR

3 DG JRC, the Commission's in-house science service
Provides EU policies with independent, evidence-based scientific and technical support throughout the whole policy cycle Cooperates with the Member States, industry, universities and research organisations in the EU and worldwide Is independent of industrial and national interests* * DG JRC is part of the Commission, so cannot claim to be independent of it  Complementary role of the High Level Group of Scientific Advisors

4 Joint Research Centres Established in 1957
The only Commission Directorate General carrying out direct research 7 institutes in 5 countries Budget: €330 million - Non- nuclear work – H2020 - Nuclear work – EURATOM Research & Training Program Staff Over 3000

5 COMMISSIONER Tibor Navracsics Education, Culture, Youth and Sport Director-General Valdimir Sucha JRC’s Board of Governors

6 Energy (in support to DG ENER)
Examples of actions Energy (in support to DG ENER) Example 1: Energy systems modelling in support of the implementation of the European Strategic Energy Technology Plan (SET Plan) Example 2: Support to the implementation of the Carbon Capture and Storage Directive and analysis of CO2 re-use

7 Regional development (in support to DG REGIO)
Examples of actions Regional development (in support to DG REGIO) Example: Smart Specialisation Strategy: Methodology WEB platform Regional operational plans evaluation

8 Food safety (in support to DG SANCO)
Examples of actions Food safety (in support to DG SANCO) Example 1: Operation of 6 EU Reference Laboratories on genetically modified food and feed, food contact, materials, feed additives, and food contaminants Example 2: Contribution to the development of EU standards in food safety and quality

9 Nuclear (EURATOM Programme)
Examples of actions Nuclear (EURATOM Programme) Nuclear safety : Example 1: Collection and assessment of nuclear power plants operational experience worldwide and dissemination to MS’s regulatory authorities Nuclear security : Example 2: Development of innovative containment and surveillance techniques

10 Areas of collaboration
Knowledge Transfer and IP management Technology and Innovation Monitoring Big data Medical radioisotope production Neutron data for nuclear energy applications Energy HR

11 Areas of collaboration Knowledge Transfer and IP management
26 Public Research Organizations Accounting for ≈ researchers and support staff Annual plenary meetings: Sharing strategic approaches to technology and knowledge transfer News from the Commission Development of tools and methods of common interest (?) Networking Good practice workshops: Sharing operational approaches (e.g. patent portfolio management, SW dissemination)

12 Areas of collaboration
Technology and Innovation Monitoring Advanced graphic techniques to explore multi- dimensional data networks First prototype on patent and publication data Collaborative project now in parallel development (!)

13 Areas of collaboration
Big data Regular contacts: Cross-invitation and participation in initiatives and events (e.g. Helix Nebula workshop, JRC public lectures) C. Asera (from JRC) chairs the Task Force of PICSE H2020 project (cloud procurement) JRC interest for CERN storage solutions (EOS)

14 Areas of collaboration
Medical radioisotope production JRC Institute for Transuranium Elements to join MEDICIS collaboration Real mutual interest: - for JRC : 225Ac production using ISOLDE - for CERN: JRC network and experience with alpha therapy JRC-ITU is providing for training in MIDICIS-PROMED MCSA training network Need to find a solution for the MoU

15 Areas of collaboration
Neutron data for nuclear energy applications JRC Institute for Reference Material and Measurements and n_TOF collaboration Cooperation on nuclear data measurement: Joint experiments Support to international nuclear data projects Knowledge transfer and training for the next generation Agreement signed in 2012

16 Areas of collaboration
Energy Exploration of possible collaborations in the domain of renewable energy and energy efficiency Visit to ISPRA to share experience and practice in the domain of large research sites and data centres energy efficiency JRC representative attended the CERN/ERF/ESS Workshop "Energy for Sustainable Science at Research Infrastructures” CERN is interested in the “EU Code of Conduct for Energy Efficiency in Data Centres”, JRC is willing to help

17 Areas of collaboration
HR CERN took part in the first meeting of the HR Circle

18 Areas of collaboration
Other visits from the JRC Visit from JRC to learn from CERN practices: “Open access” to research infrastructure Publication management Outreach and education

19 Summary Areas of collaboration Activities Specific contract Active?
KT and IP management Knowledge exchange Dedicated MoU to be renewed ✔✔ Technology & Innovation Monitoring Common project Collaborative Research Arrangement Big data No Medical radioisotope production Collaboration On-going negotiation ✔✔✔ Neutron data for nuclear energy app. Collaborative Research Arrangement Energy HR

20 New - July 1st Axis of the new strategy: Adding value 85 % of projects co-designed in partnership with policy DGs 15 % of projects aim at providing knowledge 5 % exploratory research Balancing activities and breaking silos Knowledge and competences management Refining excellence Stronger anticipation culture State of the art (open) infrastructure Strategic communication

21 10 priority nexus: Economy, finance & markets Energy and transport Education, skills and employment Food, nutrition and health Environment, resource scarcity, climate change & sustainability People, governance in multicultural and networked society Civil security Migration and territorial development Data & digital transformation Innovation systems and processes

22

23 With whom “Partnership with the best organisations is crucial to the successful fulfilment of DG JRC’s mission” A specificity of DG JRC is that it can legally participate in EU Research Framework Programmes (currently H2020). DG JRC will only participate in those actions where there is a clear justification (for example, the need to develop or maintain strategic partnerships or build or share core competences) and where there is a link to DG JRC’s priorities.”

24 Conclusion: We should review the possible areas of collaboration in view of the new strategy and priorities. Example: The “Innovation systems and processes” priority nexus includes: Open innovation, innovation ecosystem and citizen innovation Open science Research integrity Production, management and transfer of knowledge Technology and society
