ESY 2017 Extended School Year
ESY is an IEP Team Decision
2
Definition of Extended School Year (ESY)
Special education and related services that are provided to a student with a disability beyond the normal school year. ESY is an IEP team decision Extended School Year (ESY) services means special education and related services that are provided to a student with a disability beyond the normal school year of the school district; in accordance with the student’s IEP; at no cost to the parents of the student; and meets the standards of the Florida Department of Education.
3
ESY is an IEP Team Decision
The determination rationale is the following Without continued supports and services the student will experience significant loss of skill(s) or knowledge that will jeopardize the educational benefits accrued during the school year. ESY is provided in order to prevent severe regression in specific goals of the IEP. ESY is not intended to maximize educational opportunity or potential growth ESY is provided to ensure that a student is ready in the fall to access FAPE. ESY is not child care or respite ESY is determined based on a review of all available student specific data. ESY is not a on size fits all service delivery model.

What’s the difference? ESY Services Summer School
Students including those with disabilities have the option to attend. Instruction focused on meeting Florida Standards for their grade level. The school district determines the length of summer school sessions ESY is an IEP team decision Instruction focused on IEP Goals The IEP Team determines initiation, duration and frequency of ESY Services ESY services are determined by data collected on individual student IEP goals. Summer School Students including those with disabilities have the option to attend it is a voluntary program. The focus of instruction is on helping students meet the Florida Standards for their grade level. The school district determines the length of summer school sessions ESY Services A student with a disability receives ESY services if the IEP team finds that the student needs specific services beyond the regular 180 day school year. ESY services are determined for each student by the IEP team and may be different then those services provided during the regular school year. The IEP Team determines initiation, duration and frequency of ESY Services

Who MAY be considered? ESY Must be considered for all students with disabilities ESY May Not be limited by disability category or severity Related services must also be considered for ESY Any student with an IEP may receive ESY services based on the determination of the IEP team that ESY is needed for the provision of FAPE. The IEP team reviews the students progress on the Individualized education plan as a whole, utilizing a variety of criteria. Special education, related services, in a variety types of service delivery models may be deemed necessary in addition to the regular school year dates in order for the student to access their FAPE.

Criteria to Consider Regression/Recoupment
Critical Point of Instruction Emerging skills Nature and severity of disability Interfering Behaviors Special Circumstances Guiding questions for ESY determination questions can be found on the e-learning site All CED’s TSA’s have access to this information.
7
ESY is Based on Data ALL relevant regression and/or predictive data aligned to the IEP goals is used when making ESY service decisions. Data to be reviewed includes but is not limited to Patterns of regression after breaks Pre/post tests, running records Progress on annual goals Point sheets, behavior referrals Anecdotal records, work samples

IEP teams need to remember
ESY services are not intended to meet newly developed IEP goals. ESY services can be provided in a variety of settings. Family-planned community or home activities may be sufficient. ESY services are not intended to meet newly developed goals and objectives, or to replicate full day services during the school year. ESY services can be provided in a variety of settings and may include home ,school or community settings. Alternatively, if the student is scheduled to take part in family-planned community or home activities that may meet the student’s need for ESY services, such activities may be sufficient.
9
ESY May look like… phone or online consult computer check out
take home learning activities phone or online consult computer check out curriculum check out school site instruction community site instruction other
10
ESY Is Not… Child Care Respite Care
Intended to maximize educational opportunity or potential growth Based on specific area of disability, level of service or type of classroom placement A longer school day
11
ESY is NOT “One Size Fits All”
ESY is NOT specific dates and times for ALL students. Example: June 15- July 30 Service Delivery may take on a variety of forms as identified by the IEP team. As the school district we can not unilaterally say ESY is from June 15 to July 30 for all students. We must ensure it is an IEP team decision based on data. Deliver Options may include but ate not limited to Consultation/Itinerant teachers (phone conference between district staff and parent) Training/ Assistance to parents (academic/behavioral practice techniques) Take Home activites, maintenance packets (academic activities, fine motor activities) Computer based activities/curriculum materials sent home Therapy Only services Site Based Services
12
In Summary: Extended school year services are determined by the IEP team. Data must be used to support the services identified. ESY Information Contact Deborah Thornton Office # Service Delivery MAY look different for each student. We have developed guiding documents to support the IEP teams decision and to guide talking points.
