Engineering Department INTRODUCTION - 1 Overall the infrastructure management models (operation and maintenance of existing infrastructure, alteration, extension and construction of new ones) have been and continue to be extremely varied through space (countries) and time (history). The current state of these models depends on: - institutional aspects - regional organisation types - degree of liberalisation SR-DIC-CON PPT

INTRODUCTION - 2 Engineering Department In the case of Spain: significant government modernisation activity implementation of new decentralised political system (Spain’s Autonomous Regions) practical examples: new systems for port authorities creation of AENA, a state-owned company creation of GISA in Catalonia SR-DIC-CON PPT

INTRODUCTION – 3 Engineering Department THE FOLLOWING BASIC ACTIVITIES EXIST IN A PROJECT: - Sector policy definition Planning Design (Plan) Construction Operation and maintenance AGENTS AND INSTITUTIONAL AND PRIVATE SECTORS WHICH PARTICIPATE IN THESE PROJECTS: - National and supranational bodies Regional and local bodies Other public institutions (chambers of commerce, etc.) Other players (engineering companies, construction companies, banks, insurance companies, etc.) Private operators Guild and trade-union associations Clients and users SR-DIC-CON PPT

Engineering Department INTRODUCTION - 4 There is a wide range of potential infrastructure construction and operation management models which are often used in a nonexclusive or shared manner (as such in Spain the same model does not exist for the different modes of transport – road and railway, port and air). The description of the different public, private and mixed models is not the aim of this presentation. Instead we will concentrate on explaining, using some concrete examples, the range of activities and actions with which engineering companies and consultancies participate in these processes. Engineering Department CONCLUSION- 1 THE ROLE OF ENGINEERING COMPANIES/CONSULTANCIES DEPENDS ON THE INVESTMENT MANAGEMENT MODEL ADOPTED BY THE RESPECTIVE INSTITUTIONS, WHICH IS CONTINGENT AND VARIABLE. EACH MODEL DETERMINES THE ORGANISATIONAL ASPECTS AND DUTIES ACCORDING TO WHICH THE VARIOUS AGENTS INVOLVED INTERACT. EVOLUTION OF MODELS USED: CLASSIC, PUBLIC COMPANY, CONCESSION. COEXISTENCE OF DIFFERENT MODELS SR-DIC-CON PPT

CONCLUSION- 2 Engineering Department HIGH LEVEL OF ENGINEERING AND CONSULTANCY INVOLVEMENT FLEXIBILITY AND VERSATILITY IN DUTIES AND ROLES PERFORMED. CAPACITY TO PROVIDE GOOD EXPERTS AND TECHNOLOGY IRRESPECTIVE OF THE INTERNAL STRUCTURE OF BODIES, INSTITUTIONS AND COMPANIES. THE ENGINEERING EFFORT IN ALL STAGES AND PARTICULARLY THE INITIAL STAGES ALLOWS THE PROJECT TO BE TACKLED WITH RIGOUR AND GUARANTEES. THE MULTIDISCIPLINARY NATURE OF INFRASTRUCTURES REQUIRES THE PRESENCE OF ENGINEERING COMPANIES CAPABLE OF APPROPRIATELY INTEGRATING ALL OF THE SYSTEMS INVOLVED. GOODWILL, CONTRIBUTION, PROFESSIONALISM AND INDEPENDENCE, IN A COMPLEX, MULTIDISCIPLINARY AND INCREASINGLY MORE GLOBAL ENVIRONMENT. SR-DIC-CON PPT
