10 Federal Criteria USICH/Mayor’s Challenge Criteria
The Community has identified all veterans experiencing homelessness. Coordinated Entry Coordinated Outreach All Veterans regardless of time served or type of discharge Kay

11 Federal Criteria USICH/Mayor’s Challenge Criteria
The Community Provides immediate shelter to any unsheltered veteran Access to shelter is not contingent upon sobriety, income, criminal records, or other unnecessary conditions Includes ES, bridge housing, TH, or other temporary setting Kay

The Community only provides service intensive transitional housing (GPD) in limited instances Priority for use of TH as a short term bridge to PH Service intensive TH provided only when a veteran indicates a preference over an immediate offer of permanent housing Kay

The Community has capacity to assist every veteran to move swiftly into permanent housing. Permanent housing has been identified for all veterans experiencing homelessness, including those in transitional housing Community assists all veterans to quickly move to permanent housing without barriers to entry (housing first principles) Kay

The Community has resources, plans and system capacity in place should any veteran become homeless in the future. Community has a coordinated entry system that includes outreach, identification and engagement to quickly identify and house newly homeless Veterans Community has resources and capacity to provide services to prevent Veteran homelessness Community has capacity and resources in place to promote the long term stability of Veterans who have entered permanent housing Kay

15 Federal Criteria Benchmarks
Chronic homeless among veterans has been ended. Veterans are continuously offered permanent housing every two weeks even when they do not initially accept the offer. Kay

Every veteran has quick access to permanent housing Average time from identification of the Veteran to permanent housing move-in is 90 days or less. Kay

The community has sufficient permanent housing capacity. Number of Veterans moving to permanent housing each month is greater than the number of Veterans becoming homeless Kay

The community is committed to housing first and provides service transitional housing only in limited instances Number of Veterans choosing service –intensive transitional housing is less than the number of Veterans moving to permanent housing each month Kay

19 GPD Programs Service-intensive Transitional Housing (TH) Should only be used in Limited Circumstances Veteran must be offered access to permanent housing first Veteran must choose to go to the transitional housing program instead of using the permanent housing offer Veterans choosing service-intensive TH must be assisted in moving to permanent housing quickly – document regular (every two week) offers
