Scenario
26 April 2016 at 0600 hrs, during well completion of Anadarko Petroleum Corporation’s (APC) “Lucius ” No 7 well in Keathley Canyon (KC) 919 block, the Drillship NOBEL BOB DOUGLAS experienced a Dynamic Positioning (DP) casualty that resulted in an un-commanded disconnect. Before the crew could actuate the Blowout Preventer (BOP), the riser parted on the top of the Lower Marine Riser Package (LMRP). The well’s hydrostatic pressure dropped below the formation pressure resulting in a “kick”. With no means to actuate the BOP (remotely or manually) the formation fluids (hydrocarbons) began to flow freely from the BOP/LMRP stack.

6. Exercise Objectives Module 2: Organizational Design
Notifications: 
Discuss ability and process to make proper notifications of an oil spill in accordance with:
Anadarko’s Oil Spill Response Plan (OSRP) for US requirements; and,
Mexico – US (MEXUS) Plan for spill impacting, or potentially impacting Mexico waters.
Incident Command Post:
Discuss the selection process for choosing the locations of separate Command Posts (one in each country).
Spill Management Team:
Discuss ability for the Responsible Party, their respective Spill Management Team, & Oil Spill Removal Organizations (OSRO) to provide adequate support to each Command Post.
Regional Response Team Interactions: 
Discuss efficient interaction between Regional Response Team (RRT), MEXUSGULF Joint Response Team (JRT), & respective Unified Commands in US/MX. RRT-6 involvement will include subsea dispersant use process/protocols.
Notifications:
