HCV Program Leasing FY 2016 – 2017 Leasing Overview
HCV Leasing Activities Our confirmed port-out rate for all programs is 7%; our lease-up success rate is 48% but based on limited leasing activities; issued 786 vouchers since May 2016.

HCV Program Leasing 6 Month Trends for Leasing: All Programs HCV Leasing Activities SFHA has started gathering lease-up and attrition data that will help us anticipate PBV leasing needs. SFHA will keep track of MOI leasing. SFHA has started gathering data that will track how the new payment standards (both HCV and VASH) affect lease-up rates.

Key Takeaways SFHA is working on proactive lease-up statistics that will help guide leasing projections for PBV, MOI, VASH and RAD RAD Phase I final leasing is occurring. - Completed: 430 Turk, Eddy’s, 462 Duboce, 25 Sanchez, 227 Bay - Pipeline: Pine, 255 Woodside, 345 Arguello, st Ave, RAD Phased II final lease up has started for: 990 Pacific RAD Working groups continue to prove helpful for improving operational efficiencies Working with HSH on direct referrals with MOI to increase HCV leasing. The use of wrap around services should improve lease-up success rates. Total of 88 vouchers issued 1 leased. SFHA is working closely with HUD to maximize voucher utilization and to fully implement the HUD Two Year Tool. Working with Elite to provide accurate vacancy reports across entire PBV portfolio.

Section Eight Management Assessment Program (SEMAP)
Key Takeaways The SFHA is monitoring SEMAP monthly. An overall score of 60-89% will receive a standard rating per HUD. Currently undergoing SEMAP 2016 pre-confirmatory with HUD contractors. Experienced decrease in annual recertifications in March Were able to get clarification on adjusted income reviews and are now scoring higher on this indicator

Department Activities in Progress Department Activities Landlord Engagement Activities: First landlord event is scheduled for April 28th - Topics include: Rent increases, inspections, and lease enforcement Completed landlord survey result analysis April check statements included a second survey Online survey accessible by SFHA website continues to collect responses. Audit Activities: Currently undergoing Single File Audit - Auditors are on site and reviewing files for HCV Pre-confirmatory review by HUD TA contract - Auditors are on site and reviewing files for adjusted income SEMAP: - Pending results of pre-confirmatory report from HUD’s TA Contractors - Anticipating STANDARD rating
