Definition (1) Gender Parity Numerical concept for representation and participation. Necessary but not sufficient step on the road to gender equality PRIORITY GENDER EQUALITY

Definition (2) Gender Equity Process of being fair to women and men. To ensure fairness, measures are often needed to compensate for historical and social disadvantages that prevent women and men from other wise operating as equals. Equity leads to equality. PRIORITY GENDER EQUALITY

Definition (3) Gender Equality Women and men enjoy the same status and have equal opportunity to realize their full human rights and potential to contribute to national, political, economic, social and cultural development, and to benefit from the results. It is the equal valuing by society of both the similarities and the differences between women and men and the different roles they play. PRIORITY GENDER EQUALITY

Definition (4) Gender Sensitive/Gender Aware – identifying and acknowledging the existing issues, differences and inequalities between women and men Gender Responsive – above + articulating policies and initiatives which address the different needs, aspirations, capacities and contributions of women and men Gender Transformative – Policies and initiatives that challenge existing and biased/discriminatory policies, practices, programmes and affect change for the betterment of life for all. Gender specific programming PRIORITY GENDER EQUALITY
Definition (5) Gender specific programming Initiatives specifically designed to address rights or needs particular to girls/women or boys/men – for example, targeted support to girls’ education, women’s literacy, support to increase women’s representation in politics, support to boys to leave gangs, support to former male child soldiers. Other Useful Definitions PRIORITY GENDER EQUALITY
Empowerment – Collective and individual process of women and men having control over lives, setting their own agendas, gaining skills, building self-confidence, solving problems and developing self-reliance. Practical Needs – Immediate necessities (water, shelter, food, income, health care) Strategic Interests – relative status of women and men within society PRIORITY GENDER EQUALITY

UNESCO’s Commitment to Gender Equality
We recognize that gender equality is a goal in and of itself We also acknowledge that It is a necessary means to reach all other internationally agreed development goals – IAGDs. We want to take a lead in promoting women’s rights, empowerment and gender equality in all our fields of competence We engage in policy dialogue, challenge and support all our partners to achieve better outcomes for all – women/girls, men/boys PRIORITY GENDER EQUALITY

We consistently raise the importance of women’s rights and gender equality in all our initiatives We produce and share data and evidence on the links between GE and our domains We use this evidence to ensure that our programmes and initiatives contribute to the betterment of life for girls and women We build individual and organizational capacity to implement Priority GE We account for and report on our progress against these commitments. We already know that Gender Equality is a human right Gender Equality is one of two global priorities – in the current Medium-term Strategy and will stay as a global priority in the next Medium-Term Strategy We have the Gender Equality Action Plan for (GEAP) PRIORITY GENDER EQUALITY

We will use a two-pronged approach to promote women’s empowerment and gender equality: Gender-specific programming Gender mainstreaming PRIORITY GENDER EQUALITY

International Commitments (1) PRIORITY GENDER EQUALITY
1) Millennium Declaration and Millennium Development Goals – the aim of international development policy is to eliminate world poverty. The empowerment of women and the promotion of gender equality is one of 8 MDGs designed to achieve this PRIORITY GENDER EQUALITY

2) Beijing Declaration and Platform for Action – the 4th World Conference on Women held in Beijing in 1995 set out a global platform for action PRIORITY GENDER EQUALITY

3) Convention on the Elimination of All Forms of Discrimination against Women (CEDAW – 1979) Adopted in 1979 by the UN General Assembly provides the basis for ensuring women’s equal access to and equal opportunities in political and public life as well as in EDUCATION (article 10), health and employment. UN Women 2 July 2010 – UN General Assembly voted unanimously to create a new UN entity for the empowerment of women and gender equality to be known as the UN Women 1 January 2011 – UN Women established 24 February 2011 – official inauguration of UN Women June 2011– Adoption of the first 2-year Strategic Plan of UN Women by its Board PRIORITY GENDER EQUALITY
