Pre Disaster Grants PDM- Pre Disaster Mitigation CTP- Cooperating Technical Partners NEHRP- National Earthquake Hazard Education Program NTHMP- National Tsunami Hazard Mitigation Program FMA- Flood Mitigation Assistance Disaster Grants HMGP- Hazard Mitigation Grant Program FMAG- Fire Management Assistance Grant

3 Pre Disaster Mitigation (PDM) Program
FEMA approved Local Hazard Mitigation Plan (LHMP) required to apply for grants Notice of funding opportunity announced annually (spring) Nationally Competitive application process Limited funding (authorized by Congress annually) Examples of PDM: 1) Backup generators for Fairbanks waste water treatment, 2) flood mitigation for AKRR (Skookum Creek), and 3) funding for preparation of LHMP’s for villages.

CTP- Cooperating Technical Partners Assistance with technical projects Coordinating resources and efforts NEHRP- National Earthquake Hazard Education Program Education and outreach Earthquake simulator NTHMP- National Tsunami Hazard Mitigation Program Tsunami alerting systems for affected areas FMA- Flood Mitigation Assistance To reduce repetitive losses Competitive grant (requested by the state or tribe)

5 Disaster Grants Hazard Mitigation Grant Program
FEMA approved Local Hazard Mitigation Plan (LHMP) required to apply for grants Funding released by Presidentially Declared Disaster Mitigation is focused on limiting or preventing similar damage Event specific and limited to area identified in the declaration Open period to identify scope of work/approval modification of scope requires approval by FEMA Fire Management Assistance Grant Pilot program 2015 Burn area mitigation Grant requested by the state or tribe Success stories: 1) Kotlik elevation, and 2) Nome Front street drainage projects prevented flooding during the 2016 winter storms.

6 Local Hazard Mitigation Plans
Can be submitted as municipality, village, borough, “multijurisdictional”, or Native Alaskan Tribal plan Tribes may work directly with FEMA for approval of their plans; state involvement in development highly encouraged The Mitigation Team has a plan coordinator that is a valuable resource during plan development or updates, and will review plans prior to FEMA submission Specific requirements must be addressed in the LHMP “a systematic evaluation of the nature and extent of vulnerability to the effects of natural hazards present… and includes actions needed to minimize future vulnerability” Forms the basis for mitigating risk in emergency situations; natural, man made, or human caused
