HB410 ODE released model policy on July 24th

HB410 The system must track students who are absent 30 or more consecutive hours without a legitimate excuse The system must track students who are absent 38 or more hours in one month with or without a legitimate excuse The system must track students who are absent 42 or more hours in one month without a legitimate excuse The system must track students who are absent 65 or more hours in one year with or without a legitimate excuse The system must track students who are absent 72 or more hours in one year without a legitimate excuse

HB410 Phase 1 will do the calculations by hours based on time in/time out of the absence record. Will include the following reports to track students crossing or approaching each of the thresholds: Absence Thresholds Summary Consecutive Absence Summary Monthly Absence Summary Yearly Absence Summary Daily Absence Summary Draft sample reports and notes in the following slides.

Absence Threshold Summary
Absence Threshold Summary – lists which students have crossed which thresholds during the year. Consecutive, Yearly, Monthly.

Consecutive Absence Summary
Consecutive Absence Summary– lists which students have crossed the threshold for consecutive absences and also which students are approaching it. Crossed thresholds highlighted in red, yellow means they are approaching the threshold.

Monthly Absence Summary
Monthly Absence Summary – breakdown of hours by month per student.

Yearly Absence Summary
Yearly Absence Summary – break down of hours for the year per student with additional demographic information. The blue links in the student rows for Daily, Consecutive, Monthly and Thresholds will open and run the other reports specified above. Those reports can also be downloaded to a file straight from this report.

HB410 Phase II will provide a page inside of StudentInformation to keep track of pertinent information once a student has crossed a threshold. Based on the threshold, provide a place to keep track of the actions that need to be taken based on the bill Keep track of trigger dates for when the thresholds were crossed Place to keep track of the members of the team Area to keep track of parental contacts and attempts made Way to generate an attendance letter that can be customized by the district Way to record all EMIS reportable information Planning on auditing fields so that we can track when items are updated and by who.

When editing a record for a student, the user is taken to a page that allows them to track information for the threshold being crossed. This is where they can track what thresholds have been crossed, actions that need to be taken for the plan, track the team members and also keep track of who/when for parental contacts. They will also be able to generate a letter to send similar to Discipline where the district can create their own template. HB410 List of EMIS reporting changes for HB410 - these events will trigger EMIS data collection and reporting. When a district notifies a parent when a student has excessive absences; When a child has been absent without legitimate excuse for 30 or more consecutive hours, 42 or more hours in one school month, or 72 or more hours in one school year; When a child has been adjudicated an unruly child for being a habitual truant violates the court order regarding that adjudication; When an absence intervention plan has been implemented for a child.

HB410 Intervention tracking: Way to generate a letter to send home.
Way to track parent contact attempts (who and when) and when letters get generated. Way to track members of the intervention team. Way to track steps of the process: Have the parents been contacted and received written notice? Has the plan been put together? Has the student responded? Documentation of all the steps.

HB410 Other items: Way to quickly get other pertinent information while working on the plan (Attendance, Schedule, Discipline, etc.)
