2. Priority Program Model RCW 28A.180.030
Dual language (DL) is Washington’s priority program model as addressed in the definition section of the Transitional Bilingual Instruction Program (TBIP):
(4) "Transitional bilingual instruction" means:
(a) A system of instruction which uses two languages, one of which is English, as a means of instruction to build upon and expand language skills to enable the pupil to achieve competency in English.

Seminal study on long-term academic (reading) outcomes for ELs by Thomas & Collier (2002)

Achieve high levels of proficiency in the new language
Perform as well or better than their peers on standardized tests in English
Demonstrate increased cognitive flexibility, attention control, memory and problem-solving skills

6. Supporting DL with TBIP Funds: Overview
TBIP Funds: Offset the additional costs associated with providing more effective programming for TBIP-eligible students (ELs) only
Dual Language Education
TBIP allowable activities apply to language instruction expenditures that benefit ELs
Expenditures for non-ELs must be paid with Basic Education funds
TBIP funds can only support DL programs designed to prioritize access for ELs or with a 50:50 ratio of EL to non-EL

7. Supporting DL with TBIP Funds: Expanded Allowable Activities
Recruitment costs (advertising, conference attendance, hiring fairs, translation of recruiting materials, recruitment of foreign teachers including visa fees and training)
Start-up costs for purchasing core curriculum in the other language
Curriculum development and support unique to the DL program
Translation of instructional materials
Collaboration time for program development, including setting language targets and goals for English and the other language
Language assessments
Intervention materials in the other language
Supplemental materials unique to the DL classroom used by ELs and non-ELs
Additional staffing cost due to smaller class size
Additional copying costs to provide materials in both languages

Cascadia Elementary: One DL 1st grade class (10 EL and 10 non-EL) and four general education 1st grade classes.
English literacy (ELA) curricula are purchased with Basic Education funds for all students in each 1st grade classroom
TBIP purchases Spanish literacy curricula for ELs
Basic Education purchases Spanish literacy curricula for non-ELs
Science curriculum in English is purchased with Basic Education funds for all students in each 1st grade classroom
TBIP purchases science curriculum in Spanish for ELs
Basic Education purchases science curriculum in Spanish for non-ELs
Spanish language assessment materials are purchased with TBIP funds for ELs and with Basic Education funds for non-ELs
