Priority Program Model RCW 28A.180.030
Dual language (DL) is Washington’s priority program model as addressed in the definition section of the Transitional Bilingual Instruction Program (TBIP): (4) "Transitional bilingual instruction" means: (a) A system of instruction which uses two languages, one of which is English, as a means of instruction to build upon and expand language skills to enable the pupil to achieve competency in English. Why DL? Benefits Cost Students who receive DL education:

Supporting DL with TBIP Funds: Overview

Supporting DL with TBIP Funds: Expanded Allowable Activities

Cascadia Elementary: One DL 1st grade class (10 EL and 10 non-EL) and four general education 1st grade classes.
