10/6/2015 Library Board’s Action Plan: Branches discussed in December 2015 Let’s review the Library Board’s plan for each branch location and any City Council decisions that would have ramifications on these branches.
9
Carden / Dalton Branch Library Board has selected Dalton for retention and Carden for closure based on library key usage indicators. Tentatively scheduled for Carden closure is Sept 6th 2016.
10
Carden / Dalton Branch If Council choses to close the Dalton Community Centre in favor of retaining the Carden Community Centre, then the Library Board would reconsider its plan and options accordingly.
11
10/6/2015 Bobcaygeon Branch City Council has referred this branch expansion project back to the Library Board for further information. The Library Board has requested a report on the condition of the Boyd Building from City Building & Property. City Council referred this branch expansion project back to the Library Board for further information. The Library Board is currently working with the City’s Building and Property Department to obtain an estimate for a report of the condition of the Boyd building. The Manager of Building and Property has advised the Board that the Architect of record is in the best position to prepare such a report. The Board has asked for an quotation on the cost of such a building study from Chamberlain Architects.
12
10/6/2015 Bobcaygeon Branch The Library Board is taking this opportunity to step back and re-examine library service delivery in Bobcaygeon. While the Library Board awaits the study quotation, we are using this opportunity to step back and consider our options for the Bobcaygeon branch.
13
Omemee Branch The Library is investigating various options to obtain a larger space within the community: Lease a new space in the downtown core. Adaptive re-use of Coronation Hall as a library branch. Long Term: Possibly relocate to proposed Southeast Arena site.
14
Little Britain Branch Retain this branch location for now.
Await City’s decision on the Little Britain Arena Building. Long Term: Possibly relocate branch to the proposed new Southwest Arena. The Little Britain location is a solid community branch that has shown increase use over the past three years. ( In 2015, 5,761 items checked out at this branch.). Overall library use increased 10% in 2015 over the previous year. The Library Board recommends retention of this branch location for now and awaits Council’s decision on the Little Britain Arena building. If the Council approves a new arena complex in the Southwest region of the Municipality, the Library would like to discuss the possibility of a branch at that location that could service both Little Britain and Oakwood patrons.
15
Oakwood Branch Retain this branch location for now.
Long Term: Possibly relocate to the new Southwest Arena. Oakwood is another well used community branch that saw increased circulation over the past three years. 6,297 items were checked out in With the recent closure of the Cambray branch, we expect this location to increase in usage this year. Oakwood is also one of only two branches that meet or exceed provincial guidelines for branch space requirements. The Board recommends retention of this branch with the possible future relocation to a new arena complex.
16
Library Board’s Action Plan: Branches Not Previously Discussed
10/6/2015 Library Board’s Action Plan: Branches Not Previously Discussed Let’s review the Library Board’s recommendations for the remaining branch locations and any City Council decisions that would have ramifications on these branches.
17
Bethany Branch Retain this branch.
Await Service Centre Core Services Review decision by Council. If the Service Centre closes, then utilize any vacated space that might become available for library use. The Library Board wishes to retain this location in order to serve the residents in the southern portion of the municipality. This area has been identified as a “growth” area. If the Service Centre closes, the Library could easily utilize any vacated space with little renovations.
18
Coboconk Branch Retain this branch location.
Await Service Centre Core Services Review decision by Council. If the Service Centre closes, then utilize any vacated space that might become available for library use. The Library Board wishes to retain this location. Its well positioned in the municipality and we anticipate increased usage, particularly now with the closure of the Burnt River branch. Council’s decision on the Service Centre in Coboconk could provide an opportunity for the Library to increase its size. The Library could easily utilize any vacated space for library operations and programs if the Service Centre was to leave this location.
19
Dunsford Branch Consider closing this branch.
Current lease expires in December 2017. Continue to monitor branch usage in 2016. Consult with local residents before coming to a decision. The Library Board is considering closure of this branch given its declining use and close proximity to Lindsay and Bobcaygeon. Usage was down 30% in 2015 from 2013 numbers. This branch is leased from the Dunsford Community Centre at approximately $20,000 per year. The current lease expires in December 2017. The Library will continue to monitor this branch’s performance and consult with local residents before making any final decision on the branch’s future.
20
Fenelon Falls Branch Retain this branch.
Half of building is currently leased to the Board of Education. Investigate whether the entire building could be used for library operations. The Fenelon Falls Branch is the third busiest branch in the system with 40,531 items checked out in 2015. This branch is severely undersized making it impossible to conduct library programs onsite. Half the building is currently leased to the Board of Education. The Library would like to investigated the possibilities of occupying the entire building.
21
Kinmount Branch Retain this branch location.
This branch will continue to provide an important Northeast anchor. Kinmount continues to be a solid community-focused branch.
22
Kirkfield Branch Retain this branch location.
Await Service Centre Core Services Review decision by Council. If the Service Centre closes, then utilize any vacated space that might become available for library use. The Board recommends the retention of this branch. Kirkfield is the library’s 4th busiest location and checked out 21,277 items in 2015. This branch shares space with a Service Centre. The Library could easily utilize any vacated space for library operations and programs should the Service Centre be closed.
23
Lindsay Branch Status Quo – Keep branch.
Utilize any vacated space if Kawartha Art Gallery leaves the building. Long Term: Expand building. Despite being the largest and busiest branch, Lindsay is well below the size it should be in respects to provincial guidelines. Additional space could be readily utilized if the Kawartha Art Gallery were to find a new home. The long term goal for this branch would be to expand the existing building.
24
Norland Branch Retain this branch location.
An extremely well utilized branch that is well integrated into it community. Above average check-out per hours open. The poor condition and size of the branch is a constant concern. Long Term: Relocate branch to Norland Recreation Centre.
25
Woodville Branch Retain this branch.
Solid preforming branch, but undersized. Identified area of growth. The OPP currently have a small office in the building. Investigate whether the entire building could be used for library operations and renovate accordingly. The Board recommends the retention of this branch location. Woodville checked out 12,608 items in 2015 making it the 6th busiest branch in the system. While it’s a solid preforming branch, its undersized for today’s and future needs of a growing community. The OPP currently maintain a small office in the building. The Board would like to investigate whether the entire building could be used for library operations and renovate accordingly.
