Next Steps / Next Cycle 1st Master Plan Update (expected for 03/2012) Changes to OI steps and (System) Enablers, based on recommendations from Deployment analysis for ESSIP Plan ed. 2011 Deployment scenario “Deployment scenarios … Once they are proposed as the preferred scenario for implementation they should be accompanied (if necessary) by a proposal for financial incentives and a proposal for regulation. Both are subject to decisions outside the SESAR context. While these decisions are prepared and taken, the preferred and selected scenario is developed into implementation objectives. FOC: 10/2013; Stakeholders: ASP, MIL The objective replaces former AOM 18 Area of applicability: ECAC States Link to ATM MP: [AOM-0203], [AOM-0205], [AOM-0401], [AOM-0402], [AOM-0504], [AOM-0801], [AOM-0802], [DCB-0203], [DCB-0204], [SDM-0101], [SDM-0103] Implement ARN Version 7: as a response to the Airspace Action Plan and the 2015 Airspace Concept and Strategy for the ECAC States; in accordance with Advanced Airspace Scheme (AAS) principles taking into account military requirements; will consolidate into a network approach the first FAB developments, Free Route Airspace implementation, and Terminal Airspace System developments; will ensure the delivery of the airspace structure elements of IP1. New Objectives: AOP09 – Optimised Dependent Parallel Operations
FOC: 12/2015; Stakeholders: REG, ASP Applicability: To be determined locally. Potentially applicable to airports with simultaneous operations on closely spaced parallel or near-parallel instrument runway. Link to ATM MP: [AO-0403]-Optimised Dependent Parallel Operations Implement optimised dependant parallel operations aiming at: increasing utilisation of the parallel runway operations; reducing dependencies between the runways with more accurate surveillance techniques and controller tools as well as associated procedures; and obtaining capacity gains. New Objectives: ATC15 – Implement, in En-Route operations, information exchange mechanisms, tools and procedures in support of Basic AMAN operations FOC: 01/2017; Stakeholders: REG, ASP Applicability: In ECAC airspace, for selected En-Route environments (ACCs) interfacing with AMAN systems and operations. New Objectives: ATC16 – ACAS II compliant with TCAS II change 7.1
FOC: 01/2015; Stakeholders: REG, ASP, MIL Applicability: ECAC states. Link to ATM MP: Enabler - [CTE-S11a]-Upgrades to TCAS, TAWS etc Enhance TCAS in compliance with TCAS II Version 7.1: Mandatory for forward fit from ; Mandatory for retrofit from ; Applicable to all flights performed by airframes of a given category, regardless of State of Registry: with MTOW > 5700 kg, or authorised to carry more than 19 passengers; or any other aeroplane equipped with ACAS II. New Objectives: COM11 – Voice over Internet Protocol (IP)
FOC: 12/2020; Stakeholders: REG, ASP, MIL Applicability: ECAC states. Link to ATM MP: Enablers - [CTE-C8]; [CTE-C9] Implement Voice over IP: Covering inter centre (encompassing all type of ATM Units) voice communication and the links with the ground radio stations. Considering that a number of Telecom Service Providers are planning to phase out analogue and digital 64k circuits that support current analogue and digital ATM voice services. Retrofit dates: 12/2018 for inter-centre telephony and 12/2020 for links to the ground radio stations. Timescales: Articles 4, 5(1) and 5(2) -> 07/2013; Articles 5(3) and 5(4)(c) -> 07/2014; Fully applicable -> 07/2017 Stakeholders: REG, ASP, MIL, APO Applicability: EU+ states Link to SES: Regulation (EU) No 73/2010 Link to ATM MP: OI Steps - [IS-0202]; IS-0203]; [IS-0204] It applies to the following aeronautical data and aeronautical information: the integrated aeronautical information package (IAIP), with the exception of AICs; electronic obstacle and electronic terrain data or elements thereof; aerodrome mapping data. It applies to systems, their constituents and associated procedures involved in the origination, production, storage, handling, processing, transfer and distribution of any of the above. Airport-related objectives - Applicability
The only reference for the applicability area of airport-related objectives, is contained in the list of airports included in the Table 8 of ESSIP 2011 Part IV, Annex B; This list of airports is built on the basis of the initial list of 57 Airports identified as potentially having an impact on network operations by SCG/14 and aligned to IP1 deployment criteria for airports; The list is/will be updated/agreed every year based on the feedback by the states which may require to drop any airports (i.e. Salzburg, Innsbruck, Southampton) from the initial list; In addition, states may add additional airports on voluntary basis to the list covering all (Bristol, Newcastle) or only a limited number (Antwerp, Charleroi, etc) of objectives.
