Starter – Heads and Tails
There were 28 countries in Europe between the First and Second World Wars. In 1920, out of 28 European countries 26 were run as democracies – countries with an elected government - and 2 were dictatorships – countries that were run by just one person. In 1940, how many European countries were ruled by a dictator?

Main task – in pairs, sort out the following statements into two categories – Features of a Democracy and Features of a Dictatorship. There are several political parties. There are no elections. There is freedom of speech and a free press. There is a right to a fair trial. There are free elections. There is only one political party. There is no freedom of speech or a free press. Ordinary people have a say in how they are governed. Ordinary people have no say in how they are governed. There are no rights to a free and fair trial.
