3. Overview of EMT EOP Scope Concept of Operation
Establishes the procedures and responsibilities for EMT
EMT is part of the CAS emergency preparedness effort, the EMT EOP is designed to assist in communication, command and control between CAS and EMT in the event of an emergency
Concept of Operation
An incident occurs that is within the capability or responsibility of the EMT Department. Through this plan, EMT has identified a command and control structure to plan for and respond to localized events. This plan is coordinated with the CAS emergency operation plan.

4. Organization and Assignment of Responsibilities
The Department Head is responsible for the safety and protection of life, securing critical infrastructure, and timely resumption of teaching, research, and business activities.
Three teams with designated responsibilities will carry out these activities.

5. Preparedness Team
The Safety Advocates for EMT (SAFE), with guidance from the CAS Regulatory & Safety Compliance Officer, will be responsible for making sure that plans, emergency equipment, and infrastructure to deal with an emergency are in place.
SAFE Members: Stacey Harper, Allison Cardwell, Andy Annalora, Lisa Truong, Amber Kramer (student rep)
SAFE will convene meetings/ seminars and prepare summary materials to increase staff awareness of the content of this plan.

6. Response Team – Coordinates Emergency Response
Response Team members:
EMT Department Head – Craig Marcus
Organize the EMT response command and control structure
Initiates communication to inform EMT personnel of a closure
Communicates with CAS Administration and the Response Team
Facilities Manager – Chris Sullivan
Ensures all essential staff are on-site
Will direct evacuation (via fire alarm pull station) if necessary

7. Response Team – Coordinates Emergency Response
Response Team members (cont.):
Administrative Managers – Erica Abbe and Mary Mucia (will wear blue vests in case of emergency evacuation and be the designated floor monitors for the 1st floor of ALS)
Notifies affected staff, faculty, students, visitors, and volunteers of the current situation
Ensures that all laboratories have been cleared by taking inventory of the designated laboratory safety flags, notify department head of count

8. Response Team – Coordinates Emergency Response
Response Team members (cont.):
Laboratory Coordination – Anyone working in the laboratory at the time of an evacuation should ensure that all individuals are out of the laboratory space. The last person out should take the ‘designated laboratory safety flag’ that indicates all members have exited the building. Flags are located next to the main exit of each laboratory and have the last name of the PI on the flag.

9. Recovery Team – Restores teaching, research and business functions

10. Direction and Control Decision-making:
When an incident occurs, each individual is responsible for immediate life safety response of themselves and personnel under their care; e.g. calling 9-1-1, evacuating the immediate area, activating the fire alarm.
The EMT Departmental Head, or designated representative, is responsible for approving resources or communicating assistance requests to CAS Administration (if necessary). Line of succession in absence of head:

Direction and Control
Control:
The EMT Departmental Head is responsible for the coordination of response resources to the incident.
EMT will organize and coordinate incident response from the following locations (in order of preference):
Lawn between ALS and LPSC
Lawn between ALS and Hovland
Parking lot to west of Cordley Hall

12. Bulletin boards, located throughout unit offices
Communications
Communication to EMT staff, faculty, students, visitors, and volunteers will depend upon the extent/level of situation:
Telephone
Cell phone
Bulletin boards, located throughout unit offices
OSUAlert – if a university wide incident
Information will be reviewed by the EMT Departmental Head and CAS Administration prior to release for mass communications.
