During this presentation, we will provide a brief overview of Accessibility Features and Accommodations available for the 2014 PARCC Field Test. We will discuss the activities in PearsonAccess to assign accommodations to student registrations, create read-aloud administration sessions, and assign accommodated tests to students eligible for accommodations other than a read-aloud administration.

Any district or school staff member that may have a role in assigning accessibility features or accommodations for eligible students for the PARCC field test.

4. Types of Accessibility Features and Accommodations
The Accessibility Features and Accommodations Manual details a three-tiered process to providing access to the assessments for all students:
Features for All Students: Tools embedded in the computer-delivered system available to all students to use (e.g. font magnification, highlighting tool, bolding, underlining)
Accessibility Features: Tools embedded in the computer-delivered system open to all students to use, but must be made available at the discretion of school-based educators (e.g. background/font color, answer masking)
Accommodations: Supports for SWD and ELs that increase access while maintaining a valid and reliable score (e.g. braille form, extended time, small group testing, word-to-word native language dictionary)

During the PARCC field test administration, some accessibility features and accommodations will not be available due to ongoing development and research that is required to ensure that all accessibility features and accommodations provide a valid reflection of what students know and can do. In addition, some specific accessibility features and accommodations may not be available on specific devices such as Chromebooks.

All Content Areas and Grades
Calculation Device and Mathematics Tools on Non-calculator Sessions of Mathematics Assessments is an accommodation that is allowed for mathematics only. The accommodation would be permitted on parts of the assessment for which calculators are not allowed for other students, with the exception of mathematics fluency items in grades 3-6 for which no calculation device may be used. This accommodation is available for students taking either the computer-based or pencil and paper mode of the PARCC field test.
If a school has been identified as a computer based school; a student with disability may have a paper and pencil if a need has been identified. The district should register these students for the paper administration indicating the accommodated test to be administered and paper materials will be supplied. Students receiving a paper and pencil version of the human read-aloud accommodation will receive a separate test booklet for the test administrator.

11. Student Registration Details
Accommodations are assigned on the student registration record
Some students may be eligible for computer-based accessibility features and accommodations. Accessibility features and accommodations are assigned on the student registration record so a student must be added to PearsonAccess and registered for the PARCC field test before an accessibility feature or accommodation can be assigned.
There are 2 administrations for the PARCC field test, the Performance-Based Assessment (PBA) available March 24- April 11 and the End-of-Year (EOY) Assessment available May 5 and May 30. District Coordinators and School Test Coordinators must register each student participating in the PARCC field test into PearsonAccess

Line Reader is available to all students and does not need to be selected

This screen capture provides a list of all accessibility features and accommodations that are available for the PARCC field test for computer-based test format. Some of the accommodations listed will be used for students taking either paper or computer-based assessments such as calculator, speech to text, word prediction, extended time, dictated oral response also know as scribe or word to word dictionary. Also note, that the option for “Extra Time” refers to students receiving and extended time accommodation and “Dictated Oral Response” should be indicated for a scribe accommodation.
When selecting the appropriate accommodation, please select online or paper.
NOTE: Although the Line Reader is listed with accommodations, this tool is available to all students and does not need to be indicated for field test.

15. Student Registration Details for Computer-Based Test Format
Choose “Answer” for Masking choice for Field Test
Select the appropriate accommodations and select the Save button to save your changes. For a “Masking” accommodation, you should choose “answer” mask for the PARCC Field Test. Custom mask is not available for the field test.
For “User Spoken Preference Type” you must choose “Text and Graphics” since no other types are available for the PARCC Field Test.
Only select if a student will use foreground and background color options as an accessibility feature under PARCC policy

Assigning Accessibility Features and Accommodated Test Forms
Accommodated tests are assigned when you create online sessions. Only students eligible for an accommodated test forms should be included in an accommodated test session.

18. Read-Aloud Accessibility Feature for Mathematics or Accommodation for ELA/Literacy Assessments
Creating a Session for a Read-Aloud Administration
A separate test session must be created for a read-aloud session.
You may add multiple students to the session, as long as they are all receiving the same read-aloud accommodation. These students will all receive the same test form.
To assign the read-aloud accommodation, select “Yes” from the drop down for “Read Aloud by Test Examiner” during the create new session step. If the drop down is unavailable (grayed out) then a read-aloud accommodation is not valid for the test to be administered.
Students may receive a read-aloud accommodation for either the computer-based or paper and pencil test mode. For students who will receive the read-aloud/text-to-speech on the computer-based PARCC ELA/literacy or mathematics field test, the following guidelines apply. [Read Slide]
As a reminder, you must indicate that the student received a read-aloud accommodation on the student registration record. Assigning a student to a read-aloud test session will not automatically update the student’s registration record.

19. Proctor Authorization Ticket
For “Read-Aloud” online sessions, a test examiner will need to print a Proctor Authorization ticket to access the text examiner copy of the test.
The Proctor Authorization Ticket will include a user name and password for the test examiner to launch the test for the purpose of reading the test information to the student to provide the read-aloud accommodation.
The text examiner’s test will not be scored. Test examiners should not create students or use live student login information for the purpose of reading the test aloud.

The following list are accessibility features that must be identified in advance of the PARCC field test in PearsonAccess. These accessibility features or accommodations must be identified by test form. A test form is defined as the test assigned to the student in an online session in PearsonAccess.
This slide provides you with the available accessibility features and accommodations test forms that are available for the field test. These accessibility features or accommodations cannot be combined on a test form. For example, if a student needs answer masking and color-contrast, a student’s IEP team, 504 team, EL team or content teacher will need to prioritize a student’s assessment needs based upon what’s available for the field test. A human reader is always available for a student who taking with a computer-based or paper and pencil form.
The test forms with accessibility features and accommodations are available on a limited basis since the PNP is not operational for the field test. The next slide will describe the steps for assigning forms with accessibility features and accommodations.

21. Accommodations Other than Read-Aloud
Assigning Alternate Form Groups for Accommodations Other than Proctor Read-Aloud
A separate test session must be created for each test subject where an accommodation applies.
You may add multiple students to the session, as long as they are all receiving the same accommodation.
To assign an accommodated form, select the appropriate Form Group Type from the dropdown during the “Create New Session” activity.
Some students may be eligible for computer-based accommodations other than a proctor read-aloud administration. [Read Slide]
As a reminder, you must indicate that the student received an accommodation on the student registration record. Assigning a student to a test session with an accommodation will not automatically update the student’s registration record.

22. Large Print Accommodation
Ordering Large Print materials
There are two ways to order materials for a Large Print Accommodation.
During test registration (SDU File upload or student registration)
NOTE: The Large Print accommodation and paper test format should be selected.
This must be complete by:
January 21, 2014 for PBA
February 28, 2014 for EOY
Order via Additional Orders in PearsonAccess
Each Large Print Accommodation kit includes:
One Large Print test booklet
One regular print response document for transcription (Consumable test booklet for grade 3, scannable answer document for grades 4 – HS)
