Essential Dates to Remember
July 7 – Date of Pre-Application Meeting July 21 – Deadline for you to submit a Notice of Intent to Apply August 17 – Deadline for Transmittal of Applications DO NOT WAIT until the last moment. Between technical glitches and time zone differences you want to submit early to make sure you don’t have any barriers to getting your application in.

Purpose of the Program The purpose of the Center for Independent Living program is to provide support for planning, conducting, administering and evaluating centers for independent living (centers) that comply with the standards and assurances in section 725 of part C of title VII of the Rehabilitation Act of 1973 as amended by the Workforce Innovation and Opportunity Act (WIOA, PL ) consistent with the design included in the State plan for establishing a statewide network of centers.

That Means to Prepare Grant, Review

There will be two distinct grant awards
Discretionary grant for American Samoa $154,046 Discretionary grant for Guam $ 95,096 The reference is CFDA number Even if you plan to serve both territories, you must develop two separate and free-standing grants. Remember it is possible to apply for both and only receive one, so plan according.

To be eligible to apply your organization must be consumer controlled.
Consumer control is defined as having a board of directors, more than 50% (at least 51%)of which are people with significant disabilities. You must have a management structure that puts a minimum of more than 50% (at least 51%) persons with disabilities in decision-making positions. More than 50% (at least 51%) of your staff members must be people with disabilities.

A cross disability organization (serving all disabilities) A private, non-profit organization (formally established and registered with your state or territory and with a letter from the IRS stating that your corporation has been determined to be private and non-profit.) You are an eligible organization That your center is designed and operated within local communities by individuals with disabilities including an assurance that the center’s Board is the principal governing body, a majority of which is composed of individuals with significant disabilities.

That your priorities are established in three year program and financial planning objectives, services priorities and types of services That you can demonstrate how your CIL’s proposed activities are consistent with the most recent 3-year Statewide IL Plan from your Statewide IL Council.

That your center will use sound organizational and personnel assignment practices, including affirmative action to employ and advance in employment qualified individuals with significant disabilities That you will ensure the majority of staff and individuals in decisionmaking positions are individuals with disabilities. That you will practice sound fiscal management.

You will conduct annual self-evaluations Prepare an annual report Maintain records adequate to measure performance with respect to the standards. The records should be kept from the beginning and across years to allow for annual self-evaluation and comparison of activities in prior years with the activities of the center in the most recent year.

Maintain adequate records
The extent to which your center is in compliance The number and types of individuals with significant disabilities receiving services The types of services provided and the number of individuals with significant disabilities receiving each type of service The sources and amounts of funding for the operation of the center The number of individuals with disabilities who are employed by and who are in management and decisionmaking positions in the center

Notification, Outreach and Training
Individuals with significant disabilities who are seeking or receiving services will be notified by the center of the existence of the availability of and how to contact the client assistance program of the local Vocational Rehabilitation entity. Aggressive outreach will be conducted in an effort to reach populations of individuals with significant disabilities that are unserved or underserved by programs, especially minority groups and urban and rural populations. Staff will be well trained on how to serve across all populations.

You must work with your SILC
Your territory is required to have a Statewide Independent Living Council appointed by the governor and meeting in order to support the state-wide IL network. You will provide a copy of your approved grant application to your SILC if/when it is approved. You will provide your annual report to your SILC each year. Your services will be in keeping with a written independent living plan unless the individual signs a waiver.

How can you demonstrate working with SILC?
Show how your application will serve one or more of the geographic areas that they identified as unserved or underserved. Demonstrate how the establishment of your new center is consistent with the design for establishing a statewide network of centers in your State plan of the State or Outlying Areas whose geographic area or areas you propose to serve.

Can an existing center apply? Yes, if...
You are proposing the expansion of an existing center through the establishment of a separate and complete center (except that the governing board of the existing center may serve as the governing board of the new center) at a different geographical location. Otherwise the applicant cannot currently be receiving funds under Part C of chapter 1 of title VII of the Rehabilitation Act.

The application is submitted electronically
This happens at You can download a copy to work with offline, then upload and submit it. We recommend you upload this at least a week prior to the due date in order to have time to resolve any technology issues. Your deadline for transmittal of applications is no later than 4:30:00 p.m. Washington, DC time on August 17, 2015. The funding will be available October 1, 2015. If you cannot submit electronically, I can assist you with an exception, but electronic is better.

Follow all instructions carefully
Describe? State? List? There is a difference. Do not exceed the allowed page number. You will get a receipt if your application has been received. If you don’t get it, you should talk to the Support Desk to make sure it was received. If you have technical difficulties, contact the Grants.gov Support Desk at 1–800–518–4726. You must obtain a Grants.gov Support Desk Case Number and must keep a record of it to attempt to get an extension for submitting the next day.
