Dan Hofmann, CAPP Director Parking and Transportation Services Clemson University President Carolinas Parking Association Sam Veraldi, CAPP Practice Builder Kimley-Horn
3
Our Agenda Meet the Clemson Tigers Parking Challenges
Technology Integration and Enhancements Aligning with Sustainability Data, Dashboards & Decisions 3
4
Welcome To Clemson A “top 20 public university”
26,000 faculty/staff/students 24,000 permits 12,500 spaces 33 non-gated surface lots $5+ million revenue FY15
5
We Challenged Ourselves To:
Maximize our limited parking supply Better define where visitors can park Make open parking spaces easy to find Improve parking and transportation operations Enhance the transportation experience & access Distribute parking costs equitably among users Enhance sustainability
6
The Solution Create options through technology integration
7
CITATION FOR PARKING WITHOUT A PERMIT
Use Visitor Space: Unaware Permit Needed Park in a visitor space CITATION FOR PARKING WITHOUT A PERMIT
8
CITATION FOR PARKING WITHOUT A PERMIT
Park: Go To Get Permit Get parking permit CITATION FOR PARKING WITHOUT A PERMIT
9
CITATION FOR PARKING WITHOUT A PERMIT
Paid Metered Space: Unaware Permit Needed Park in a metered space Pay the meter CITATION FOR PARKING WITHOUT A PERMIT
10
CITATION FOR PARKING NOT PAYING METER
Metered Space With Pass (Without Paying) Get parking permit Park in a metered space CITATION FOR PARKING NOT PAYING METER
11
PAID PERMIT HOLDER DISPLACED
Visitor Pass, Employee Space Get parking permit Park in employee space YOU ARE SAFE BUT PAID PERMIT HOLDER DISPLACED
12
INVENTORY MANAGEMENT
13
Challenges & Benefits Missing & conflicting information
Information obtained via GPS enabled device Detailed space map was created via the GPS device Track daily work for inventory validation
14
Space Level Detail Before After
15
Customizable Maps
16
Historical Inventory Records
Changes are tracked via a work order or using GPS device Work orders are entered into a database Database shows most frequently changed space types
17
Results Count accuracy Space level detail Manage various asset types
Update in the field Digital record of changes Dynamically allocate spaces
18
PARKING MANAGEMENT
19
Parking Management Software
Full backend for permit, citation, and appeals management Performs citation and permit analysis Allows for all parking data related comparison and analysis Allows for integration with other technologies
20
Data and Customizable Dashboards
21
Data Visualization
22
License Plate Recognition (LPR)
Initially implemented for Scofflaw enforcement Now installed on four parking enforcement vehicles Focus is on employee and student permit enforcement Creates a multiplier effect More efficient deployment of resources Reduces need to hire additional staff as we expand
23
Data & Dashboard
24
Results Working toward permit-less parking system
Reduce costs for permits Ability to do overtime enforcement Data analysis and performance tracking
25
Multi-Space Parking Meters
Solar-powered pay-by-space application Dual-use by visitors and permit holders Eliminates multiple ways visitors can receive citations Multiple forms of payment Meter Accepts: Quarters, $1 bills Credit/Debit cards TigerOne Card (Clemson’s declining balance card) Pay-By-Cell (coming soon) Departmental validation codes (coming soon)
26
Data & Dashboards 48 hours/month (1,632 collections) 7 hours/month
Monthly savings $3,500 Annual savings $42,000 vs. Total Credit Coin Bills
