To achieve 55% of private contribution to R&D investment in 2010, reversing the negative trend of recent years.
To achieve the average EU percentage of GDP assigned to ICT, reaching 7% in 2010.

8. CENIT PROJECTS: DEFINITION
I. PUBLIC-PRIVATE COLLABORATION: CENIT PROJECTS
CENIT PROJECTS: DEFINITION
CHARACTERISTICS OF THE NATIONAL STRATEGIC CONSORTIA FOR TECHNOLOGICAL RESEARCH (CENIT)
Contractual agreements for long-term collaboration between public and private research groups within a joint research programme.
Participation of at least 4 companies (2 of them being SMEs) and two public research bodies.
Minimum commitment of 4 years (renewable).
Minimum budget of 5-10 million euros (average) per year.
Funding regulations:
i) Minimum 50% funding by the private sector.
ii) Minimum 25% participation by Public Research Centres.
Budget of 1000 million euros over four years (500 million from the private sector).

9. I. CONCLUSIONS The CENIT Projects will complement traditional industrial research instruments and it entails new opportunities for the public and private partnerships.
CENIT PROJECTS:
TRADITIONAL INSTRUMENTS
Specific projects.
Short duration (1-3 years) and small scale
Funding based on credits.
CENIT: PUBLIC-PRIVATE COLLABORATION
Themed lines of research.
Long duration and large scale.
Substantial element of public funding.
Research of low commercial risk.
Limited additionality by private investment.
Research of higher commercial risk.
Considerable additionality by private investment.
National Plan :
60,000 euros subsidy and 116,000 euros as a refundable advance, per project.
CENIT Projects:
20-40 million euros per project.
