1 SNEL Regulation Changes 2016

2 Background At the SGM in Oct 2015 a new rule was passed to allow experimental playing regulations to be trialled for a year. A sub-committee was formed to discuss potential regulation changes that would be implemented for the 2016 season. These changes were designed to provide a simplified set of regulations across all levels and to provide a shorter game at the lowest levels Overall the aim was to provide a modified set of playing formats to both increase and retain participation within the Essex League

3 Summary of key changes for 2016
1st XI Premier Division 120 over timed format No changes to regulations. Minor wording change only. 1st XI Divisions 1/2/3, 2nd XI, 3rd XI and 4th XI divisions timed format These will now replicate the 1st XI Premier Division regulations. We will go into these in more detail today League Cup (45 over) and Limited Over (50 over – 1st XI and 45 over – 2nd XI) competitions Minor changes to regulations only – all no balls are free hits and no requirement for a catching circle. Limited over format for 3rd XI Divisions to be introduced Separate communication sessions to be organised in late May / early June for 3rd XI captains and umpires.

4 New timed regulations for 2016 (1st/2nd/3rd Div)
All matches will be of 95 overs minimum play for the day. There shall be a last hour which shall commence at 6pm or when there are 17 overs remaining, whichever is the later. The match shall finish at the completion of the last hour or once 17 overs are completed following the start of the last hour, whichever is the later.

5 New timed regulations for 2016 (1st/2nd/3rd Div)
If at 6pm 78 overs have been bowled in the day the last hour starts and a minimum of 17 overs must be bowled. However the bowling side can bowl more than 17 in the last hour. If at 6pm 76 overs have been bowled in the day the last hour is delayed until a further 2 overs have been bowled. The last hour then starts and a minimum of a further 17 overs must be bowled. However the bowling side can bowl more than 17 in the last hour. If at 6pm 80 overs have been bowled in the day the last hour starts and a minimum of a further 17 overs must be bowled - in this scenario the game will be a minimum of 97 overs. However the bowling side can still bowl more than 17 in the last hour

In the event of bad weather causing a delayed start or an interruption, the total overs in the match shall be reduced by one for every 3.5 minutes (or part thereof of time lost), and the first innings shall be proportionately limited. There is a calculator to be used by umpires and captains to implement this. For example if 70 minutes are lost due to rain the match becomes a game of a minimum of 75 overs and a 39/36 split In a full game of 95 overs, the side batting first may not bat more than 50 overs and the side batting second would receive a minimum of 45 overs,

No bowler may bowl more than 16 overs in an innings. This figure will not be reduced in the event of a reduction in the number of overs played in the match. There are modified targets for batting and bowling points in rain affected games

8 New timed regulations for 2016 (1st/2nd/3rd Div)
If the last over due in the match has not been bowled: If the side batting second has received less than 20 overs, then the match is classified as Abandoned and each side receives 6 points for an abandoned match and no bonus points are applicable. If the side batting second has received 20 or more overs, then the match is drawn and bonus points are awarded rather than points for an abandonment.

9 New timed regulations for 2016 (4th XI Div)
All matches will be of 85 overs minimum play for the day. There shall be a last hour which shall commence at 5.30pm or when there are 17 overs remaining, whichever is the later. The match shall finish at the completion of the last hour or once 17 overs are completed following the start of the last hour, whichever is the later. In a full game of 85 overs, the side batting first may not bat more than 45 overs and the side batting second would receive a minimum of 40 overs No bowler may bowl more than 14 overs in an innings. This figure will not be reduced in the event of a reduction in the number of overs played in the match

10 Approximate timings of new timed format – 1st , 2nd , 3rd XI divisions
This assumes no rain interruptions and that teams bowl at 17 overs per hour Match starts at 1pm 50 overs should be complete by approximately 4pm Tea should be at 4pm 2nd innings should start at 4.30pm Last hour starts at 6pm or when 17 overs remain in the day.

11 Approximate timings of new timed format – 4th XI divisions
This assumes no rain interruptions and that teams bowl at 17 overs per hour Match starts at 1pm 45 overs should be complete by approximately 3.40pm Tea should be at 3.40pm 2nd innings should start at 4.10pm Last hour starts at 5.30pm or when 17 overs remain in the day.

14 Reminder of other key tasks for captains
1st XI results - Phone Jo Greenhill on by 8.30pm on Saturday night New online report forms for 1st XI captains to complete by Thursday HOME - AWAY - Play cricket deadlines Summary result by midday on Sunday for all XIs Full scorecard and boxes ticked by midday Monday for 1st XIs Midday Friday for all other XIs

15 Exception reporting below 1st XI
