3 Main goal CAPTAIN overall objective is to improve accessibility and mobility across Adriatic Ionian (AI) area and its hinterland through the development of sustainable, safe, cross border (CB) and integrated transport services and through the improvement of infrastructures by the capitalization of past projects.

4 Specific Objectives To promote analysis and feasibility studies for the implementation of actions of EUSAIR Pillar 2; To create synergies among EA SEA-WAY, Adrimob, Adriatic MoS projects and their partners and to develop a broader network of main transport actors to strengthen capacities and transfer best practices; To develop exchanges and synergies thanks to tools, best practices and models implemented in EA SEA-WAY, Adrimob, AdriaticMoS; To increase the impact of EA SEA-WAY, Adrimob, AdriaticMoS on regional/national policies in AI area and beyond and guarantee coordination of interventions to overcome bottlenecks and missing links for both passenger and freight transport.

5 “Technical Implementation” main activities
Establishment of an observatory on passenger transport on AI Adriatic Ionian area to provide a network to exchange data, information, best practices, solutions and to harmonize procedures among competent authorities/operators on maritime transport and its integration with hinterland; Analysis/sharing of outputs to be capitalized among the partnership and the working methodology; Elaboration of feasibility studies on the integration of ports with hinterland/transport networks for passengers/freight and on the harmonization of services for passengers with special needs in the Port system of AI area

6 Capitalising the results of previous projects
In line with the general objectives of the action, outputs of several strategic project were capitalised (targeting at aligning with the EUSAIR strategy). Project Capitalized outputs Adriatic MoS Analysis and feasibility of the MoS services (from the Master Plan) Identification of the existing bottlenecks and missing links Identification of the interventions in order to overcome barriers for freight and passenger transport EA-SeaWay Guidelines for a more sustainable passenger mobility Scenarios and investment needs linked to the development of passenger traffic, modal choices and infrastructures Strategy and action plan for AI passenger mobility Adrimob Analysis of the different options of infrastructure at the passenger terminal (infrastructure interventions) Improvement of the accessibility for passengers Introduction of new maritime lines

7 Analysis, Feasibility Studies and Capacity Building
Feasibility Study on the integration of ports with hinterland/transport networks for passengers/freight. Feasibility Study on the services for passengers with special needs and training modules for the port operators The Feasibility Study on Infrastructural Interventions in the ports of Bar and Split as capitalization of the Adrimob and Easeaway projects. An analysis has also been carried out for the interventions needed for the port of Ploce.

8 CAPTAIN and EUSAIR: Supporting the EUSAIR Action Plan implementation, making available to TSG2, subgroup on transport, for capitalising: analysis & database; feasibility studies and methodologies related to pilot project design and implementation; MoU on the establishment of a Passenger transport Observatory and various MoU & Agreements.

9 How it links to EUSAIR Indicative actions of the CAPTAIN feasibility studies EUSAIR Topics EUSAIR actions Study on the possible interventions in order to overcome organisational bottlenecks and missing links for freight and passenger transport from ports to hinterland. Maritime transport Developing ports, optimising port interfaces, infrastructures and procedures/operations: Developing the ports and port terminals in order to boost maritime transport, short-sea shipping capacity and cross-border ferry connectivity. Ports should favour development of combined infrastructure (trade, procedures, movement of goods information systems, structures, vehicles and operations), improving links to the mainland and emphasising the supply chain of goods.

Intermodal connections to the hinterland Developing motorways of the sea: Intermodal transport requires integrated management of the whole logistic chain. Essential elements are, inter alia, improved road and rail infrastructure linking ports with the hinterland and improved infrastructure within a port and ITS solutions. Study on the possible interventions in order to overcome infrastructural bottlenecks and missing links for freight and passenger transport from ports to hinterland. Developing the Western Balkans comprehensive network including rail, inland waterways, nodes and hubs and prepare their integration into the Trans- European Transport Network (TEN-T). Railway reform: Taking measures to expedite progress in railway reform, e.g. transparent non-discriminatory access to rail terminals, in particular in sea and inland ports, introducing a concession approach for infrastructure, with direct cost-oriented track access charges, performance schemes and management contracts for authorized applicants
