2 Restricted Call for Proposals
This is a restricted call for proposals. In the first instance, only concept notes must be submitted for evaluation. Thereafter, lead applicants who have been pre-selected will be invited to submit a full application. 3 PROSPECT To apply to this call for proposals organisations must use the new electronic system (PROSPECT) developed by EuropeAid to facilitate the submission of applications. PROSPECT users' manual is available on the EuropeAid website.

4 Objectives of CSF The overall objective of the Neighbourhood
South Civil Society Facility is to strengthen and promote the role of Civil Society Organisations (CSOs) in democratic changes and reforms taking place in the southern Neighbourhood countries. 5 Objectives of CSF The specific objectives of the Neighbourhood
South Civil Society Facility 2015 are: to strengthen CSOs’ involvement in the policy-making process and in policy dialogue; to strengthen CSOs' role as watchdog players; to increase CSOs’ capacity to promote reforms and promote public accountability; to support CSOs' role in local development. 6 Objectives of this CFPs
The global objective of this call for proposals is to Contribute to promoting the role of Civil Society Organizations (CSOs) in policy dialogue and monitoring in Israel. Delegation of the European Union to the State of Israel Delegation of the European Union to the State of Israel

7 Objectives of this CFP There are 3 specific objectives for this Call for Proposals: 1. To strengthen and secure an enabling environment for vibrant, strong and free civil society in Israel. 8 Objectives of this CFP 2. To consolidate the capacities of Israeli CSOs, in particular small-size NGOs, grassroots and/or community-based organizations and movements, by: - reinforcing their independence, operational performance, internal governance, transparency and accountability; - reinforcing their advocacy skills and developing tools for engaging in the policy-making process and in policy dialogue (e.g. innovative social policies) at local, regional and national levels and to strengthen CSOs' role regarding governance accountability. 9 Objectives of this CFP Under specific objective 2, , projects may consider the use of sub-grants. If sub-grants are to be used in the framework of a project, the lead-applicant must provide a clear concept on the themes of the sub-granting programme and a detailed methodology of the selection procedure of sub-granting. 10 Objectives of this CFP 3. To promote inclusive coalition building and

11 Cross-cutting issues Gender equality and youth issues are cross-cutting issues in this call for proposals. Applicants must indicate in the concept note how these two topics will be mainstreamed in the project. 12 PARTNERSHIPS Under specific objective 1 & 2, the lead applicants
may act alone or with co-applicant(s). Under objective 3, the lead applicant must act with at Least three co-applicants. Under all 3 objectives, proposals presented by European lead applicant, at least three Israeli co applicants are obligatory. 13 Lead Applicant - The lead applicant may not submit more than one
application under this call for proposals. - The lead applicant may not be awarded more than one grant under this call for proposals. - The lead applicant may be a co-applicant or an affiliated entity in another application at the same time. 14 Co-applicant - A co-applicant/affiliated entity may not submit more than one application under this call for proposals. - A co-applicant/affiliated entity may not be awarded more than one grant under this call for proposals. 15 SIZE OF GRANTS Any grant requested under this Call for Proposals
must fall between the following minimum and Maximum amounts: • minimum amount: EUR 250,000 • maximum amount: EUR 500,000 Delegation of the European Union to the State of Israel Delegation of the European Union to the State of Israel

16 Duration of projects The initial planned duration of an

17 Type of activities Training, seminars, workshops, conferences, advocacy And lobbying, legal work, awareness raising activities, empowerment, elaboration of publications and of written and visual materials, meetings, monitoring and reporting, activities of coordination and outreach, participation in formal and/or informal, structured dialogue mechanisms, creation of and participation in formal and informal fora and networks and evaluation. 18 LOCATION Actions must take place in Israel.
Activities can marginally take place in other countries with due justifications (eg in an EU Member State, Geneva or New York). Delegation of the European Union to the State of Israel Delegation of the European Union to the State of Israel

19 BUDGET Budget is both a cost estimate and an overall ceiling for "eligible" costs Budget of the action in EUR Direct eligible costs (actual – necessary – documented ) Actual costs incurred or simplified cost options (unit costs, lump sums, flat-rate financing): Max. 60,000 EUR per beneficiary. Contingency reserve (5% - prior authorisation) Indirect costs (7% - no supporting documents, no duplication) Evaluation, audit, visibility Ineligible costs (contributions in kind, debts, currency exchange losses, taxes, purchases of land and buildings, items already financed…) Delegation of the European Union to the State of Israel Delegation of the European Union to the State of Israel

20 Budget: Realistic and Cost Effective !! It must include costs for
monitoring evaluation visibility verification of expenditures It can be reduced but never increased during negotiation and/or implementation. The budget is ALWAYS linked to an action and there must be a coherence between the two.

21 Eligible Direct costs:
Cost of staff assigned to the action (gross salary+social security charges+other remuneration-related costs) Travel and subsistence cost Purchase costs for equipment and supplies for the purposes of the Action (n.b. transfer of assets! Art Gen.Cond) Cost of consumables Procurement (Annex IV of the Contract) Costs related to the requirements of the Contract (dissemination of information, evaluation, audits, translation, insurance, reproduction, financial service costs etc.) Duties, taxes, charges, including VAT if not recoverable by the beneficiaries Eligible costs may also be constituted by any or a combination of the different cost options

22 Indirect costs (administrative costs)
Max. 7 % of the direct eligible costs Cannot include costs assigned to another budget heading Flat rate – no supporting documents need to be provided Contingency reserve Max 5% of the direct eligible costs Unforeseen, exceptional circumstances Fluctuations in exchange rates (unforeseeable changes of circumstances in the field) Prior written approval by CA Contributions in kind N.a. under this call

23 Ineligible costs Debts and debt service charges (interest)
Provision for losses or potential future liabilities Costs declared by the beneficiary and financed by another action or work programme receiving a Union grant Purchases of land or buildings, except where necessary for the direct implementation of the action (ownership must be transferred to the final beneficiaries at the end of the action) Currency exchange losses (different to the definition of currency fluctuation changes) And….any cost that does not relate to the action itself!

24 This section must be completed if the Action is to be implemented over more than one reporting period (usually 12 months).

26 Simplified cost options:
Unit costs: Cover all or certain specific categories of eligible costs which are clearly identified in advance by reference to an amount per unit Lump sums: Cover in global terms all or certain specific categories of eligible costs which are clearly identified in advance Flat-rate financing: covering specific categories of eligible costs which are clearly identified in advance by applying a percentage fixed ex ante. Max EUR/beneficiary. May not be amended once approved!!!!!!

29 Sub-grants Financial support to third parties:
Applicants may propose financial support to third parties in order to help achieving the objectives of the action. Maximum amount is EUR per third party. Objective 2 of this call: financial support to third parties may be the main purpose of the action. 30 PROSPECT PROSPECT IS VERY FRIENLDY 
PROSPECT is the electronic system developed by the European Commission to facilitate the submission of applications for calls for proposals. The manual will guide you through the application procedure for system access and use step-by-step. 31 PROSPECT The concept note together with the declaration by the lead
applicant (Annex A.1 section 2) must be submitted online via PROSPECT. Deadline is 28/01/2016 at 23:00 (Brussels date and time) Upon submission of a concept note online, the lead applicant will receive an automatic confirmation of receipt in its PROSPECT profile. 32 PROSPECT If it is impossible for lead applicants to submit their
Concept note online via PROSPECT for technical reasons, they must send their proposal (by post/hand delivery) in a sealed envelope and attach the concept note together with the declaration by the lead applicant (Annex A.1 section 2) to: Delegation of the European Union to the State of Israel Finance and Contracts section Paz Tower, 16th floors, 5-7 Shoham St, P.O.Box 3513, Ramat Gan Delegation of the European Union to the State of Israel Delegation of the European Union to the State of Israel

33 PROSPECT If the lead applicant submitted the concept note by post/
hand delivery it must send the full application by the same means (by post or hand delivery). If the lead applicant submitted the concept note online via PROSPECT but it is technically impossible for the organisation to submit the full application online, the full application must be sent (by post/hand delivery) to the same address mentioned in the previous slide. 34 PROSPECT In all cases, the lead applicant must indicate the reason for

35 PROSPECT Useful information * Read the manual carefully.
* For PROSPECT to be in its full potential you need to enable Java Script and make sure you have Internet Explorer (from version 9), current and previous version of Firefox and Chrome. * To apply you (the organization) need an ECAS account (login and password). * ECAS is the European Commission Authentication Service. * All times in PROSPECT are Brussels time. 36 PROSPECT * Do not rush to submit the application, take the time and
save it regularly but do not forget to submit before the deadline. * Once you have submitted your application, you will NOT be able to make changes. * There is an E-LEARNING tool in PROSPECT. See 5.1 of the user's manual. * PROSPECT helpdesk can help with questions related to IT issues through the "online help" menu option. register to PADOR or update your information in PADOR. * PADOR is an online database in which organisation register and update information concerning their entity. * * Organizations registered in PADOR get a unique ID which they must mention in their application. * It is strongly recommended to register in PADOR well in advance and not to wait until the last minute before the deadline to submit your application in PROSPECT. * All information about PADOR can be found in article 2.2 of the Guidelines.
