Standards-Based Report Card
Huntsville City Schools 1st and 2nd Grade

Purpose for the Change In order to have a standards-based system, student learning must be measured against the Alabama College and Career Readiness Standards, which provide clear learning targets for students. In order to develop and to assess the “big outcomes” of education, such as problem solving, reasoning, communication, and critical thinking, teachers must make a concerted effort to improve instruction and to help students develop these skills. Educational outcomes must change in order to ensure that educational needs are met for each student. Accurate and concise information must be communicated to parents and students to make sure that learning targets are met.

Process Selected 1st and 2nd Grade Teachers:
Collectively met to break down the Alabama College and Career Readiness Skills Researched various states who currently use standards-based report cards Compared formats of various report cards to determine what would best meet the needs of Huntsville City Schools Developed a standard-based report card based on standards and how students should be assessed Selected teachers from both grade levels reconvened to compare and to discuss report card formats to ensure they would be unified among the grades. The final decision was made on the format of the report card.

Product: Rubric 4 Exceeding Grade Level Standards A “4” indicates that the student has advanced understanding and exceeds grade level expectations. A student receiving a “4” demonstrates academically superior skills in a specific area. This student shows initiative, challenges him/herself, and demonstrates advanced knowledge at school. A “4” is difficult to obtain and indicates unusually high achievement. 3 Meeting A “3” indicates that the student has proficient understanding and meets grade level expectations. We want all of our students to reach a level “3.” A student receiving a “3” is right on track with our high academic expectations. A “3” is something to be celebrated! 2 Progressing towards A “2” indicates the student has basic understanding and is partially proficient at meeting grade level expectations. A student receiving a “2” understands the basic concept or skill, but has not yet reached the proficient level. A “2” should indicate that the student’s performance varies in consistency with regards to accuracy, quality and level of support. 1 Not Meeting A “1” indicates the student has minimal understanding and does not meet grade level expectations. Performance is inconsistent even with guidance and support. / Not Evaluated These standards have not been addressed at this time. However, standards will be introduced before the end of the school year. Retention Parameters Majority 1s in language arts and/or math standards designates possible retention. Traditional letter grades have been replaced with a numeric 4, 3, 2, 1 scoring scale.

Timeline January 2013: selected teachers met
February 2013: teacher groups researched various standards-based report cards and developed a report card March 2013: teacher groups reconvened to decide on a uniform format April 2013: drafts of report cards were submitted to Dr. Wardynski and Dr. Vasile for approval May 2013: groups met with Dr. Cooper, Dr. Vasile, and Mrs. Scott to discuss logistics of implementation June 2013: drafts presented to HCS Board of Education for approval August 2013: implementation of standard-based report card for HCS 1st and 2nd grades
