Metadata in the NSI of Bulgaria (1)
Internet site of BNSI: Reference metadata attached to every survey in accordance with 9 of 21 concepts of Euro SDMX Metadata Structure (ESMS) Classifications Calendar of the statistical surveys List of standard statistical indicators, methodologies, notes, questionnaires and instructions, etc. For International Monetary Fund (IMF) the metadata are disseminated on the bases of DQAF/SDDS format; Advance Release Calendar (ARC)

IS “Metadata Common Vocabulary” (MCV)
The metadata concepts defined in the MCV; Possibility to maintain metadata concepts in Bulgarian and English; Bilingual search engine.

IS “Electronic Glossary of Statistical Terms” (Main elements)
Term name and its definition; Institution (organisation) – source of information; Classification of each concept and definition in a broad statistical domain; Linked terms; Legal acts or methodological materials related to the particular term are also indicated.

Conclusions At present in the BNSI: No common metadata strategy
No common metadata model and integrated metadata system No specific model for describing statistical business process BUT Partially usage of ESMS Implementation of the EU requirements in the field of metadata

Part II: IS “Statistical Classifications” (ISSC) on the base of Neuchâtel Terminology Model

General goal The purpose of the development is to provide a complex software product, comprising tools for development, maintenance, usage and provision of the statistical classifications according to the national requirements and European Regulations.

Scope Information System “Statistical Classifications” includes all national reference classifications and classifications used in the statistical surveys.

Position – refers to classification item in the source or target version; Relation – defines the relationship between source and target items; Dynamics of the changes – manage historical changes between consecutive classification versions

Technological procedures Development of classifications
Selection of classification to update from complete list of classifications or by filter; Viewing the selected classification; Giving common attributes to the classification; Loading all documents which accompany the classification from development to approval; Description of the classification coding system: code structure, number of levels, structure and content of each level and etc.; Determination of the status of the classification; Determination of the users who have access to the classification.

Technological procedures Maintenance of classifications
Selection of classification to work from complete list of classifications or by filter; Viewing the selected classification; Copying and creating the working copy; Editing the working copy; Registration of the changes; Determination of the status of the classification; Determination of the users who have access to the classification.

Technological procedures Development and updating the tables
Possibility to select the source and target classification; Development of the correspondence tables between consecutive classification versions/variants; Development of the correspondence tables between not consecutive classification versions; Development of the correspondence tables between related classifications; Development of the historical tables of changes (Dynamics).

Technological procedures Export of classifications
Selection of classification version/variant for export from list or by filter; Selection of classification element for export: classifications structure; levels or parts of classifications; correspondence tables; Selection of outgoing format: screen form; output file in following formats (EXCEL; CSV; HTML).

ESSnet on SDMX – phase II (co-partner) Implementation of SDMX technical and statistical standards in the National Statistical System of Bulgaria

Future activities Implementation of ESS metadata standards and elaboration of national reference database integrating ESMS and ESQRS structures Development of a Dissemination Database (DDB) in compliance with the SDMX technical standard 2.1 Implementation of SDMX-RI and related IT software tools Popularization of SDMX technical and statistical standards in the national statistical system.
